Кристофер Уоллер: «Банки не нуждаются в ускорения трансграничных платежей»

Кристофер Уоллер (Christopher Waller) на конференции Global Fintech Fest в индийском городе Мумбаи объявил, что стандартные скорости клиринга и расчетов по банковским платежам полностью отвечают требованиям рынка. Они позволяют кредитным учреждениям заблаговременно противодействовать финансированию терроризма, выявлять мошенничество или неправильно оформленные платежи.

При этом возможность применения оптовых валют центральных банков (CBDC), которые, как предполагается, способствуют ускорению трансграничных платежей через банки-корреспонденты, должна рассматриваться «исключительно для исследований и экспериментов».

«Не существует волшебного средства, которое увеличило бы скорость и эффективность банковских операций без компромиссов. Если не будут найдены новые решения, взаимосвязь трансграничных платежных систем в CBDC может увеличить бремя управления рисками для банков, которые в них участвуют», — считает Уоллер.

Представитель ФРС добавил, что, по его мнению, не все стороны трансграничной транзакции хотят более быстрых платежей. Например, главная проблема любой финансовой операции заключается в том, что продавец хочет получить свои деньги как можно быстрее, а покупатель объекта или посредник покупателя обычно имеет стимул ждать как можно дольше, чтобы оттянуть момент оплаты за то, что он уже купил.

Чиновник обратил внимание слушателей, что согласно экономической теории, все глобально взаимосвязанные платежные системы основаны на выгоде местных систем. Из этого следует, что прежде чем обращаться к ускорению трансграничных платежей, банковскому рынку необходимо сосредоточиться на развитии внутренних систем расчетов в CBDC, а также реализовать на практике эффективные механизмы управления, надзора и конфиденциальности цифровых инструментов. Если эти условия не выполняется, то ускорение трансграничных платежей и создание глобальных сетей, использующих CBDC, может оказаться дорогой в никуда, резюмирует Кристофер Уоллер.

Накануне Валютное управление Гонконга (HKMA) анонсировало запуск песочницы Ensemble Sandbox для изучения возможности проведения межбанковских расчетов с использованием оптовой цифровой валюты центрального банка (wCBDC).
