Russia Introduces Digital Ruble from September 1, But Maintains Ban on Cryptocurrency Payments

Abstrak

Russia will launch its central bank digital currency (CBDC), the digital ruble, on September 1. Major telecommunications companies (MTS, Rostelecom, Megafon) and major online retailers (Wildberries, Ozon) are preparing to accept it for payments. However, Russia maintains its ban on using cryptocurrencies like Bitcoin for direct payments, drawing a clear line between state-controlled digital money and private alternatives. A new law mandates a phased adoption: large retailers must accept the digital ruble by September 2026, with smaller businesses following by 2028. All systemically important Russian banks are required to support the currency from launch. The digital ruble will be fee-free for individuals, accessible via existing banking apps, with monthly top-up limits. This move is positioned as a way to advance state-backed digital currency in daily transactions while preventing the adoption of cryptocurrencies and stablecoins, which the central bank views as a threat to monetary sovereignty. Despite the official push, recent public opinion polls indicate significant hesitation among Russians, with a majority expressing reluctance to use the digital ruble or receive salaries in it.

On September 1, major telecommunications companies and e-commerce enterprises in Russia will begin circulating the digital ruble, marking another step in advancing the state-supported currency for everyday transactions while simultaneously preventing the adoption of cryptocurrencies.

Moscow holds a firm stance in the world of cryptocurrencies. The country permits investments and operations with cryptocurrencies but prohibits their use for direct payments. While other markets are still busy discussing the concept of stablecoins, Russia has already stepped into the future by implementing a Central Bank Digital Currency (CBDC) for payments in stores, while strictly limiting payments with state-controlled currencies.

Telecommunications Giants First to Flip the Switch

According to reports, three of Russia's four largest mobile operators are preparing to accept digital rubles immediately after the launch. MTS, Rostelecom, and Megafon officially confirmed this information to the publication "Vedomosti." Meanwhile, the company "VimpelCom," the parent company of the operator "Beeline," declined to comment on the situation.

Payments will be processed by MTS through its MTS Pay module. Starting September 1, customers will be able to select the "Digital Ruble" option in the My MTS app/online store, choose a bank, and complete the payment in a process the company describes as similar to Russia's fast payment system.

"Rostelecom" continues to refine its technology platform in collaboration with an unnamed major banking institution. Initially, the technology will be implemented for one-time e-commerce transactions. Recurring payment functionality will be added later. "Megafon" called the digital ruble simply another payment option for customers.

Marketplaces and Legislative Deadline Emerge Simultaneously

Russia's largest online marketplaces, Wildberries and Ozon, will also begin accepting the digital ruble from September 1. Ozon told RIA Novosti and Prime that it will begin operating in a "test mode" before expanding access. Wildberries confirmed it complies with the requirements of the Central Bank of Russia.

The mentioned timeline denotes a legally mandated deadline. According to a law that took effect in July 2025, all retailers working with major banks and providing services with a gross income exceeding 120 million rubles (approximately $1.5 million) will be required to accept payments in digital rubles starting September 1, 2026. Companies with income over 30 million rubles must do so by September 2027, and all remaining companies by September 2028.

All 12 systemically important Russian banks, including Sber, VTB, and Alfa-Bank, are also required to support the currency from the launch date. Central Bank Governor Elvira Nabiullina told TASS: "Technologically, everything is ready."

Why the Cryptocurrency Ban is the Real Story

The implementation of the digital currency draws a clear line between state-supported digital money and private alternatives. Individuals will pay no fees and will be able to access wallets through existing banking applications. The Central Bank also plans to limit monthly top-ups to 300,000 rubles per bank.

Russians still cannot spend Bitcoin or other decentralized tokens directly, and Moscow shows no signs of changing this rule.

This highlights Russia's strategy against the backdrop of growing stablecoin popularity elsewhere. In a June consultation paper, the Bank of Russia noted that countries are increasingly considering using national stablecoins to protect currency sovereignty, but it proposed maintaining the ban on using stablecoins and similar digital financial assets for domestic settlements.

The Bank for International Settlements in its June annual report expressed similar concerns, warning that widely used stablecoins lack the essential properties of money and could contribute to "stablecoin dollarization" in developing countries. The Russian response is a digital currency fully controlled by the country's central bank.

Whether Russians actually want this is another question. Recent polls still show significant hesitation:

Snapshot of Digital Ruble Adoption

VTsIOM — June 5, 2025: An all-Russian online survey of 1,662 adult Russians aged 18 and older showed that 51% do not want to try the digital ruble, compared to 35% who do. Separately, 40% said they see no advantage of the digital ruble over cash and non-cash rubles.

SuperJob Program — December 30, 2025 – January 12, 2026: Among 1,600 economically active Russians aged 18 and older, aware of the digital ruble, surveyed across 380 localities nationwide, 10% stated they were ready to receive their entire salary in digital rubles, with another 5% willing to receive part of their salary that way. 67% were against receiving their salary in the new form.

Menuju Pendapatan 1 Triliun Dolar AS pada TA 2028? NVIDIA Nyalakan Ekspektasi Baru Wall Street

Laporan keuangan terbaru Nvidia kembali mengguncang pasar.
