The Liberal Democratic Party of Russia (LDPR) has called for cryptocurrencies not to be banned "under a far-fetched pretext." Party leader Leonid Slutsky stated that cryptocurrencies should be legalized and regulated, framing the issue as one of technological and financial sovereignty. He argued it is impossible to "endlessly prohibit what the whole world is using" and that citizens should be provided with necessary tools for development. Meanwhile, the Central Bank of Russia (CBR) estimates there are about 1 million qualified investors in the country who could be permitted to trade cryptocurrencies after passing a test. The CBR proposes restricting non-qualified ordinary Russians from purchasing crypto to protect them from risks, though bans on holding or selling are not planned. The CBR reported an 18% decline in Russian transactions on foreign crypto exchanges in Q2 and Q3 of 2025 compared to the previous two quarters. The estimated monthly balance of Russians' funds on crypto exchanges fell by 20% to 933 billion rubles, and traffic from Russia to crypto platforms dropped by 28%. The regulator deems it crucial to legalize the crypto market but, according to First Deputy Chairman Vladimir Chistyukhin, also advocates for laws with strict restrictions and prohibitions to be adopted quickly.

Belarus Restricts Access to Major Cryptocurrency Exchange Websites

Belarus has restricted access to several major cryptocurrency exchange websites, including Bybit, Bitget, and OKX, as reported by the local news portal Onliner. The decision was made by the country's Ministry of Information, and the website addresses have been added to a restricted access list maintained by the state telecommunications supervision enterprise, BelGIE. Attempts to access Bybit via local internet service providers result in a block page citing the Ministry's decision based on the Law on Mass Media. Notably, the websites of other major exchanges, including Binance, Kucoin, and MEXC, remained accessible for viewing and login as of 22:30 Moscow time. The report also highlights that the restriction lists do not include the addresses for Binance and Kucoin. This move follows a recent announcement from the end of November that Belarus has introduced centralized registers of crypto wallets used for obtaining illicit income, as stated by the Chairman of the State Control Committee, Vasily Gerasimov.

Russia Accounted for Up to 31% of Traffic on Major Cryptocurrency Exchanges in November

According to data from Similarweb cited by Wu Blockchain, Russia accounted for up to 31% of traffic on the cryptocurrency exchange Bybit in November, making it the largest source of visits to the platform. Although Bybit's overall traffic decreased by 10% month-over-month, the share of Russian users increased by 3 percentage points. Among 15 major crypto exchanges, total traffic fell by 11% in November, with no platforms showing growth. Spot trading volume on major exchanges dropped 27.8% to $1.7 trillion, while derivatives trading volume declined 15.8% to $7 trillion. Bybit ranked fourth in both spot and futures trading volumes. The Central Bank of Russia also reported an 18% decline in transaction volumes on foreign crypto exchanges in Q2 and Q3 of 2023, along with a 20% decrease in Russian users’ crypto holdings and a 28% drop in traffic from Russia to crypto platforms.
