Цель — защитить средства от преступников и «государств-изгоев», заявили представители финучреждения. Юридическим основанием служит «доктрина оставления имущества», согласно которой неактивные 14 лет средства могут считаться бесхозными.

Банк использовал специальные транзакции для размещения сообщений в блокчейне. Речь идет о скрипте OP_RETURN — стандартном механизме, позволяющем встраивать произвольные данные в биткоин-транзакции.

Инициатива вызвала споры в сообществе. Некоторые предполагают связь банка с самопровозглашенным создателем биткоина Крейгом Райтом. CEO Naoris Protocol Дэвид Карвальо отметил, что Salomon Brothers «используют инфраструктуру первой криптовалюты как доску объявлений». По его словам, банк нацелился на крупные кошельки, включая адрес с 80 000 BTC.

Владельцам биткоинов дали 90 дней, чтобы подтвердить право собственности. Для этого нужно совершить транзакцию или заполнить форму на сайте банка.

Некоторые пользователи уже отреагировали и переместили активы на новые адреса. Клиент Salomon Brothers, имя которого не раскрывается, планирует направить часть средств в фонд для пользователей, потерявших ключи.

Способ получения доступа к кошелькам остается неясным. Карвальо считает, что биткоин-сообщество «не делает необходимого» для защиты от угроз вроде квантового взлома. Он назвал существующие предложения по безопасности «совершенно неадекватными», а скорость их внедрения — слишком медленной на фоне риска для активов на $700 млрд.

Доктрина оставления имущества — устоявшийся правовой инструмент в классическом праве, но ее применение к биткоину — крайне спорная и потенциально опасная новация. Пока нет прецедента в судах, такой подход может быть воспринят как попытка легализовать притязания на чужие средства с юридическим прикрытием.

Напомним, в CryptoQuant заявили, что операции со «спящими» монетами стали системными: с 2023 года среднемесячный объем транзакций со «старыми» биткоинами вырос с 4900 BTC до 30 700 BTC.
