特朗普「大漂亮」法案遭共和党内部反对,众议院程序性投票受阻。

据报道,当地时间周三晚上,在大规模税收与支出法案的程序性投票中,五名共和党众议员投出反对票,另有八人尚未投票,这至少在目前阻止了该法案进入最后通过阶段。

目前投票已暂停数个小时,众议院议长约翰逊正在游说反对者改变主意,并说服尚未投票的八人投出支持票。

而决定该法案进入正式辩论与表决程序前的关键门槛是,反对票不能超过三票。

最新消息显示,尚未投票和投出拒绝票的议员可能「接近达成一项协议」,约翰逊表示,预计最终投票将在「凌晨早些时候」进行。

随着投票陷入僵局,特朗普在社交媒体上发帖施压,称这是「历史上最大的减税和繁荣的经济 VS 历史上最大的增税和失败的经济」之间的选择,并警告共和党人「MAGA 不高兴了,这正在让你们失去选票!!!」。

特朗普还表示:「共和党人本该轻松投出赞成票。荒谬!!!」

党内分歧加剧,保守派强硬反对

一些来自竞争激烈选区的温和派共和党人反对参议院法案版本中削减医疗补助的条款,而保守派则严厉批评该版本背离了众议院最初的预算框架。

据媒体报道,德克萨斯州众议员 Chip Roy 批评参议院的法案版本增加赤字并违反了众议院预算协议条款。

Roy 在社交媒体上列举了反对理由,包括参议院版本削弱了终止「绿色新政骗局」补贴的条款,移除了阻止非法移民获得医疗补助的关键条款等。

肯塔基州众议员 Thomas Massie 向媒体表示,他将投票从「赞成」改为「反对」,因为如果这成为该法案的唯一投票,他不希望留下支持记录。

众议员 Nancy Pelosi 甚至直接公开表示,度过了「完全愚蠢的漫长一天」。

有报道称,部分共和党人在投出反对参议院法案通过后不到 24 小时内就被要求盖章批准。而周三早些时候,众议院议长约翰逊曾乐观表示,认为有足够多的共和党议员支持这项法案:

「我们的大部分议程都包含在这项立法中,因此它必须通过。」

时间窗口收紧,共和党领导层施压

目前,本场投票已经持续了四个多小时,如果法案能够进入最终投票环节,仍需至少一个小时的时间。

这使得法案能否在特朗普设下的 7 月 4 日截止日前签署成法充满变数。

面对党内阻力,共和党领导层试图利用特朗普的影响力来锁定支持票。

据媒体报道,特朗普计划与包括众议院自由党团在内的关键共和党派系进行了私下会面,试图达成协议。约翰逊将留在国会大厦与未决定的议员举行单独会议。

领导层传达的信息是:这可能不是共和党理想中的法案,但这是唯一能够通过的版本。

俄亥俄州共和党众保守派议员 Warren Davidson 最初在 5 月反对该法案的立法版本,但他现在决定改投支持票。他在社交媒体上发文表示:

「这项法案并不完美,但已经是我们能得到的最好的版本了。」

一名高级助手向媒体表示,「尽管众议院共和党人希望在该法案中看到更多内容,但这就是他们现在面临的现实」。
