国家与市场的博弈,是信用的较量,是制度的权杖。

盐池的夏日

乾隆四十二年的夏天,运城盐池的水面褪去了往年的碧色,裸露出一层层刺眼的盐壳,仿佛大地在烈日下蜕去的旧皮。

池边的曹德海站在盐场门口,望着伙计们挑着一筐筐盐入库,心里却像那池水一样干涸。明日便是盐运司来催缴盐课的日子。没有那张半尺长的盐票,他再多的盐也只是禁品,出不了关卡,走不出运城。

在盐池的世界里,盐票是通行证,是财富的钥匙,也是官府的枷锁。盐票用黄麻纸制成,印着「河东盐运司」的朱红官印,背后写着商号、票数和课银,看似轻盈,却是盐商一年的生死线。

史载运城盐池,年产盐近五百万担,约占全国总产的十分之一。河东盐课占山西省财政的三成(《清代盐政史料汇编》卷五)。盐池的盐,不只是百姓桌上的调味,更是官府的军饷,是王朝的命脉。

钱穆在《中国文化史导论》中写道:「运城盐池已是中原各部族共同争夺的一个目标。」4700 多年前,黄帝战胜蚩尤后,将国都迁至安邑盐池附近,开启了池盐的开发利用,为华夏基业奠下了第一根桩。此后尧、舜、禹在此建都。春秋时称「盐邑」,战国称「盐氏」,汉代称「司盐城」「盐监城」,元代叫「凤凰城」,明代又称「运司城」。因盐运而设城,中国仅此一处。

曹德海记得父亲临终前说过:「咱做的不是盐生意,是盐票生意。没了盐票,挑再多的盐也是挑刀子。」

盐商的倒引

盐票的设立,可追溯到明洪武年间的「开中法」。从那时起,国家便用一纸盐票把盐池的财富握在手中。

盐票既是流通的凭证,也是朝廷盐税的收据,是国家财政的命脉。然而乾隆年间,随着票号兴起、驿道繁荣,盐票的性质悄然生变:不再只是兑盐的凭证,也成了商人倒卖的对象。

盐商们学会了新的生意:拿到盐票,不急着兑盐,而是转手卖人,赚取差价。倒引、拼引、转卖,盐票在茶楼酒肆里倒来倒去,成了另一种游走在灰色地带的「金融票据」。

《清代盐政史料汇编》记载:「票商倒引之风,积习日深,至有银票盐票互易,官课屡失。」盐票,本是官府掌控盐池的工具,却在市场的缝隙中长出枝丫。乾隆三十七年,运城盐池爆发倒引大案,连盐运司的官吏也卷入其中。奏折里写道:「倒引一案,累官数十,牵商数百,盐课断流,库银亏空。」(《清代盐政档案辑录》卷三十二)

可官府的算盘从未停过。

倒引扰乱了市场,却也成了财政的润滑剂。倒引交易的「手续费」、官吏的分利,成了地方盐课的隐性来源。河东盐运使在乾隆四十二年的奏折里写道:「倒引虽属弊病,然课银尚可征得,苛禁恐致断流,尤恐盐引之用无继。」

国家与市场,就这样在盐票的红印下反复试探。国家用盐票维系军饷,维系官场;盐商用倒引、拼引,把红票变成银两的流水。盐票的信用,终归附着在官府的刀笔和盐务警察的威严之上;而市场的力量,则总能在威严的缝隙中穿行不息。

那些夹在盐票夹缝中的脚夫和票号,他们或许最懂这条道理:这世道里,从没有纯粹的自由,也没有绝对的禁令。

被收编的加密货币

有人说,加密货币是去中心化的,是对国家货币发行权的终极挑战。算法的共识、分布式账本、匿名钱包,仿佛让财富第一次挣脱了国家的枷锁,像盐池的风一样,自由地流动。

然而盐池的历史早已写下答案。倒引本是扰乱专营的病疴,却在官府的账簿上变成润滑剂;盐票的红印,是禁令,也是许可。去中心化的理想背后,总有国家的触角和身影。

人们以为加密货币是对国家货币发行权的终极挑战,但当行业走到今天,拥抱监管成了主旋律。KYC、AML、交易所合规、税务透明,这些词汇像风中的盐霜,一层层覆盖在「去中心化」四个字上。

国家的算盘,总能将自由的理想纳入制度的版图。

2025 年,比特币大会,美国副总统万斯直言不讳:「比特币是一个对抗坏政策的工具,不管是哪个党的政策。」「中国政府不喜欢比特币……既然中国远离比特币,那也许我们美国就应该走向比特币。」「我们成立了国家比特币储备,让比特币成为美国政府的战略工具。」「美元挂钩的稳定币不会削弱美元,反而是美国经济实力的倍增器。」

就像当年盐票之于盐池,国家用红印和刀笔控制盐的流通;今天的监管机构,用合规牌照和链上监测,把财富的流向握在数字指尖。国家或许失去了纸票的垄断,却用法律、牌照、链上监测,重新筑起一道看不见的围墙。监管的手伸进了每一个钱包地址,链上数据的公开透明,反倒成了国家的新武器。

国家的手,从未真正松开过财富的缰绳。

权力的游戏

盐池的故事远去了,盐票成了史书里的黄页。但那一纸纸泛黄的麻纸上,依然留着国家与市场共谋的痕迹。财富的流通,从来不是单纯的商品交换,而是国家与市场的博弈,是信用的较量,是制度的权杖。

盐票的信用,归根结底附着在官府的威严之上;加密货币的信用,看似去中心化,实则也在国家法律的阴影下徘徊。没有监管的许可,没有税务的通道,加密货币再多的节点,也只能游走在灰白之间。

站在运城盐池边,看着那一层层风干的盐霜,我仿佛看见了财富的底色:一半是市场的欲望,一半是制度的枷锁。盐票、纸币、比特币,它们的形态变了,权力的本质却依旧未变。
