Abstract

Russian e-commerce giants Wildberries and Ozon are beginning to accept payment in digital rubles. Ozon will launch a test mode for the Central Bank Digital Currency (CBDC) from September alongside traditional payment methods, with plans to gradually roll it out to all customers. Wildberries stated it would operate in compliance with Bank of Russia regulations. From September 1st, applications of Russia's 12 systemically important banks, including Sberbank, T-Bank, VTB, and Alfa-Bank, must feature a button to open a digital ruble wallet, according to the central bank. The Bank of Russia will set a monthly top-up limit of 300,000 rubles for these wallets from non-cash accounts. By law, large retail networks with annual revenues exceeding 120 million rubles are required to accept digital ruble payments starting in September, with plans to later extend this obligation to smaller sellers. To promote adoption, the central bank has announced economic incentives, including rewarding commercial banks for salary payments made to employees in digital rubles starting January 1, 2027.

Ozon stated that starting in September, it will begin accepting the digital ruble in a test mode—on par with conventional methods of payment for orders. If everything goes well, the ability to use the central bank's digital currency (CBDC) will gradually become available to all platform customers, company representatives indicated.

Wildberries did not mention a test period, only clarifying that the platform will operate "in accordance with the requirements of the Bank of Russia and existing regulations."

Starting September 1, all so-called systemically significant banks in Russia—there are 12 of them, including Sber, T-Bank, VTB, Alfa-Bank—must feature a button with the digital ruble logo in their applications. Clicking the button will allow one to open a digital wallet, according to Alla Bakina, Director of the National Payment System Department at the Bank of Russia.

Bakina also stated that the Central Bank will set limits on replenishing a digital ruble wallet from a non-cash account—no more than 300,000 rubles per month.

According to the law, starting in September, large retail chains whose annual revenue exceeds 120 million rubles are required to accept payments in digital rubles. In the future, authorities plan to extend this obligation to sellers with smaller turnovers.

Earlier, the Bank of Russia announced economic incentives to increase the number of operations with digital rubles. Starting January 1, 2027, commercial banks have been promised a reward for every instance of client organizations paying employee salaries in digital rubles.
