These include improving payment systems, aiding the credit industry, and strengthening anti-money laundering rules. Internationally, the PBOC aims to boost the yuan's use in trade and investment, develop cross-border payment networks, and expand offshore yuan markets, while enhancing Shanghai and Hong Kong's financial roles. Development began with research in 2014, leading to a formal launch in April 2022 and pilot programs in various cities. Recent domestic measures include allowing commercial banks to pay interest on e-CNY balances. Cross-border adoption is advancing. Pilot programs in Guangdong plan wider trials. Landmark transactions include a Singapore cross-border payment via the CBETS platform and the multi-central bank mBridge platform, which has expanded to Macao and facilitated large-scale transfers, including a record HKD 10 billion transaction. Corporate use of mBridge saw significant growth in the first half of the year.

Senate Has 4 Days to Advance CLARITY Act as White House Considers Deal

The U.S. Senate has just four scheduled session days left before the August recess to advance the comprehensive CLARITY Act, a major cryptocurrency regulatory framework, intensifying pressure from industry advocates. The pro-crypto group Stand With Crypto, representing over three million supporters, is pushing for passage and will score senators on their vote. While the bill, a 616-page proposal setting registration rules for exchanges, brokers, and custodians, has cleared the Senate Banking Committee with bipartisan support, its fate hinges on resolving a final sticking point regarding ethics provisions. The White House is currently reviewing a counter-proposal on these ethics rules from Senators Tillis and Gallego. Senate Banking Chair Tim Scott expressed hope for progress on digital asset bills soon. If unresolved, the ethics issue, covering digital asset transaction restrictions for officials and reporting requirements, could delay the bill until after the recess.
