The Malta Financial Services Authority (MFSA) has issued a warning against DistributeX — an unauthorized entity involved in cryptocurrency marketing, which stands accused of conducting recruitment campaigns and maintaining physical offices in Malta without proper legal authorization or corporate registration.
Operating under various names, including Distributex Limited and DX, this organization maintains a digital presence through its website and a mobile application available on the Apple App Store. Beyond its online operations, the group has established a physical footprint in Malta, operating from offices in Birkirkara, Ħamrun, Mosta, and Ħal Tarxien, while also inviting members of the public to local gatherings presented as "official staff meetings."
Despite its physical presence and organized events, the financial regulator noted that none of the entities associated with Distributex are registered in Malta. Under Maltese Virtual Financial Assets (VFA) regulations, any entity offering cryptocurrency-related services or financial products in or from Malta must undergo rigorous scrutiny and obtain the necessary authorization. The MFSA insists that Distributex has never been granted permission to conduct regulated activities under Maltese law.
In its statement, the MFSA reported that its analysis identified a number of operational characteristics of Distributex that are closely linked to high-risk multi-level marketing (MLM) structures and pyramid schemes. Red flags include requiring mandatory financial contributions from participants to join the platform and incentivizing members with referral commissions directly tied to recruiting new participants.
The analysis also revealed that Distributex promotes financial returns based on membership tiers rather than genuine commercial activity.
While the regulator noted that these features do not automatically constitute proof of an illegal pyramid scheme, it warned that such models pose serious financial risks to investors. The warning references the MFSA's general public guidance regarding pyramid schemes disguised as multi-level marketing companies.
Malta's status as a regulated digital assets jurisdiction makes it a target for unauthorized operators seeking to capitalize on the island's reputation. Unlicensed entities often use physical offices, organized recruitment events, and popular mobile applications to create an illusion of legitimacy while evading regulatory oversight.
The MFSA strongly urges the public to exercise heightened caution and refrain from investing in unlicensed operations. Financial transactions conducted through unregulated platforms deprive consumers of legal protection and recourse in the event of fraud or financial losses.
