Abstract

According to the Bank of Russia (CBR), interest from qualified investors in cryptocurrency derivatives grew by 136%, reaching 3.7 million units in Q2 2026. However, investments by qualified investors into foreign cryptocurrency-related ETFs fell to 1.3 billion rubles from 1.6 billion rubles in the previous quarter. In May 2025, the CBR had permitted qualified investors to trade derivatives, securities, and digital assets linked to crypto prices without actual delivery of the currencies. Starting September of this year, both qualified and non-qualified retail investors will be allowed to trade cryptocurrency through intermediaries, though direct peer-to-peer transactions remain prohibited. Non-qualified investors will face an annual purchase and sale limit of 300,000 rubles.

Qualified investors' interest in cryptocurrency derivative financial instruments (crypto derivatives) increased by 136% — to 3.7 million units by the end of the second quarter of 2026. This follows from the "Review of Key Broker Indicators" by the Bank of Russia (CBR).

At the same time, the volume of funds from qualified investors invested in shares of non-residents (ETFs) related to cryptocurrency amounted to 1.3 billion rubles in the second quarter, compared to 1.6 billion rubles in the first, the CBR review states.

At the end of May 2025, the Central Bank allowed qualified investors to conduct transactions with derivative financial instruments, securities, and digital assets whose returns are tied to the value of cryptocurrency. At that time, the transactions did not involve the actual delivery of digital currencies.

Starting in September of this year, cryptocurrency transactions will become available to both qualified investors (qual. investors) and non-qualified investors (non-qual. investors) through intermediaries. Direct transactions between individuals remain prohibited. Furthermore, non-qualified investors have an annual limit on the purchase and sale of digital currencies set at 300,000 rubles.
