Южная Корея создаст рынок ценных бумаг для крипто-токенов

Abstract

Главный финансовый регулятор Южной Кореи объявил о плане открытия отдельного рынка цифровых ценных бумаг, аналогичного KOSPI (Korea Composite Stock Price Index), в целях институционализации и продвижения криптовалют.

Планируемый рынок цифровых ценных бумаг будет размещать токены ценных бумаг, представляющие права собственности или стоимость активов с использованием технологии блокчейн. Однако токены необходимо будет зарегистрировать в формате электронных ценных бумаг.

Комиссия по финансовым услугам (FSC) планирует, чтобы Корейская биржа (KRX) управляла рынком цифровых ценных бумаг, а компании, занимающиеся безопасностью, выступали посредниками в сделках.

Предложение призывает Депозитарий ценных бумаг Кореи изучить и зарегистрировать листинг токенов безопасности, примененный эмитентом или через брокерскую компанию. Депозитарий также будет управлять общим объемом перечисленных токенов.

В целях защиты инвесторов токены будут распространяться тем же способом, что и существующие ценные бумаги. Это также позволит осуществлять внебиржевые транзакции в ограниченном масштабе на ранних стадиях рынка.

Ранее в этом году администрация президента Юн Сук Ёля объявила, что будет настаивать на разрешении первичных предложений монет (ICO) и предложений токенов безопасности (STO).

Сообщается , что крупные компании по ценным бумагам в Южной Корее, в том числе NH, KB и Shinhan, планируют создать биржи цифровых активов в первой половине 2023 года.
