Abstract

The Central Bank of Russia (CBR) plans to monitor potential cases of misselling in the sale of cryptocurrencies and digital instruments, according to Deputy Chairman Mikhail Mamuta. He emphasized that as new regulations for digital currencies are being introduced, it is crucial to oversee how well financial organizations inform people about the risks of cryptocurrencies, not just the opportunities. Mamuta noted that the purchasing process for the general public involves pre-checking investors' knowledge and setting risk limits based on investment amounts, but these measures do not eliminate the need for additional oversight of financial institutions' actions. The CBR will take appropriate measures if violations are identified. The announcement follows the regulator's recent inclusion of Bitcoin, Ethereum, and Tether USDT in the list of cryptocurrencies approved for public trading on exchanges. Qualified investors will be able to purchase all cryptocurrencies traded on exchange and over-the-counter markets without restrictions. This development comes after President Vladimir Putin signed a law establishing the legal framework for cryptocurrency circulation in Russia, regulating operations with digital currencies and defining their use under Russian law.

The Bank of Russia intends to monitor potential cases of mis-selling during the sale of cryptocurrencies and digital instruments. This was announced on August 13 by Mikhail Mamuta, Deputy Chairman of the Central Bank.

"It will definitely be monitored, as the regulation of digital currencies is new and is only being introduced. It is very important for us, especially at the initial stage, to control how well financial organizations will inform people about the risks of cryptocurrencies, and not just about the opportunities, and how well this will be organized," he shared in a conversation with TASS.

Mamuta noted that the procedure for purchasing cryptocurrencies for a wide range of users involves a preliminary assessment of investors' knowledge and restrictions on risk levels depending on the amount of investment. However, he stated that these measures do not eliminate the need for additional oversight of the actions of financial institutions.

The Deputy Chairman of the Central Bank emphasized that if violations are identified, the regulator will take appropriate measures. At the same time, he expressed hope that market participants will comply with the established requirements.

On August 11, the Central Bank's press service reported that the regulator had included Bitcoin, Ethereum, and Tether USDT in the list of cryptocurrencies available for public circulation on exchanges. It was emphasized that qualified investors will be able to acquire all cryptocurrencies traded on the exchange and over-the-counter markets without restrictions.

Russian President Vladimir Putin signed a law establishing the legal framework for the circulation of cryptocurrencies in the country. The document dated August 4 is aimed at regulating operations with digital currencies and defines the procedure for their use within the framework of Russian legislation. The law regulates relations in the field of organizing the circulation, accounting, and storage of digital currencies and foreign digital instruments, as well as mining, issuance, and circulation of digital rights.

BSC Confirms Pasteur Hard Fork Release Date at the End of August

BNB Chain has confirmed that the Pasteur hard fork for the BNB Smart Chain (BSC) mainnet will activate at 02:30 UTC on August 25, 2026. Node operators must upgrade to client version 1.7.7 by that time to avoid network disconnection. The hard fork, packaged under the BEP-673 meta-proposal, consolidates three other proposals: BEP-682, BEP-695, and BEP-675. BEP-682 aims to secure cross-chain bridges by fixing a vulnerability where validator signatures in asset transfers could be counted multiple times, allowing a threshold to be met with fewer genuine signatures. The update ensures duplicate signatures are removed before counting. BEP-695 addresses a flaw in staking and governance systems where a validator's old consensus key, after being rotated for maintenance, could retain its administrative privileges. The fix ensures retired keys immediately lose their authority and prevents validators from avoiding slashing through key rotation. BEP-675 aims to increase network throughput. It allows a block proposer to submit a pre-executed block, reducing the time validators spend re-executing transactions. Testnet results showed validator execution time dropped from 125ms to 15ms, and throughput increased by nearly 88% to 2,324 TPS, with average block gas usage rising significantly. Node operators must follow detailed upgrade procedures. Developers using the BEP-675 scheme may need to run a full node instead of a light client, as they are now responsible for creating fully executed blocks.
