Mereka terus menyuntikkan modal ke perusahaan yang baru pertama kali menguntungkan secara tahunan pada 2025, dengan akumulasi kerugian sekitar Rp 62 triliun, rugi hampir satu dekade. "Project 506" yang dimulai 2016, sekitar 80% dana fase pertama (Rp 25 triliun / Rp 31,5 triliun) berasal dari modal milik negara Hefei.
