两场讲话、相隔五天,却像一前一后把美国加密金融的棋局摆正了。

7月31日,SEC 主席 Paul S. Atkins 宣布“Project Crypto”,把“让美国资本市场全面上链”写进监管议程。

8月4日,委员 Hester M. Peirce 在 UC Berkeley 的“Peanut Butter & Watermelon(花生酱配西瓜)”中直面金融隐私与监管理念的重构。

新加坡 MAS 在 2023 年定稿稳定币框架,提出“100% 高质量储备、五个工作日内赎回、独立审计与资本金约束、合规标识”。日本则在 2023 年的《资金结算法》修订中,将“日元计价型稳定币”定位为“货币计价资产”,限定“银行、信托、资金转移业者”可发。韩国的《数字资产基本法》草案强调“破产隔离”、储备托管与审计。

它们各自的共性是以支付稳定币为切口,先把钱变得可编程,再把证券与实物资产代币化接上去。

而美国的“第一性原理”叙事有两层。

第一层是“钱”的层面:川普在 7 月 18 日签署的 GENIUS Act 给支付型稳定币立了“联邦根”,要求 1:1 高流动性储备、定期披露,并设计了破产“超优先”的持有人保护条款;从支付清算、到资金保全、再到发牌主体(银行/联邦非银),第一次把“美元的可编程形态”纳入统一口径。

美国同时是利润池、估值中枢与话语权的来源,不进入就意味着长期折价。

进入门槛不只是费用,更是对第一性原理的敬畏:产品要天然“隐私友好”,合规要“可审计、可追责”。

第二,产品与牌照的两条腿。

GENIUS Act 把支付型稳定币的联邦框架铺好之后,美元计价的链上现金与短债基金会成为 B2B、跨境结算与链上金融的标配。

对以稳定币、RWA、券商底层为主的公司,优先将储备构成、赎回机制、独立审计与破产隔离做到“美国就绪”,并在新加坡/阿联酋/欧洲等法域用真实资金与真实客户演练运营指标和风控节奏,提前把内控文档与审计轨迹积累成“合规资产”。

第三,渠道与生态的美式对接。

Atkins 的“super-app”方向意味着美国可能允许更“统一的持牌堆栈”,这对交易与做市、券商与投顾、合成资产与托管的协作提出了新的接口要求。
