桥水基金创始人瑞·达利欧4月7日在LinkedIn上发布了一篇文章,谈及关税问题。

“我们的人口结构是这样的:大约1%的人极其聪明,他们上最好的学校,出来后创造‘独角兽’公司(而其中大约一半是外国人);然后还有10%的人也做得很好;但有60%的人口,阅读能力低于六年级水平,他们很难在现代制造业中成为有生产力的参与者。”

他更警告说,今天的很多现象,与上世纪三十年代惊人相似。

面对这样巨大不确定的市场,达利欧最后还给普通投资者提供了自己践行的方式。

他强调,只有当你处在一个足够安全的财务位置时,你才有可能真正建立一个适合自己的分散投资组合。而现金未必是好选择,毕竟投资的目标,“必须看经通胀调整后的购买力,是否保住了。”

问题1:瑞,坦率说,我们也在试图弄明白接下来会发生什么。所以,如果你能从历史的角度、或至少提供一个历史的参考框架,那就太好了。怎么看待眼下的局势?

瑞·达利欧:

我认为,我们之所以不理解现在发生的周期,是因为这样的周期一生只遇到一次。但这其中是有“秩序”的,也就是说,有一整套系统。而这些系统崩溃,是因为某些特定的原因,从而导致周期性的变动。

比如,有一个货币系统,然后还有一个债务周期。

所以现在的局势是这样的:一个人的债务,就是另一个人的资产。

当整个系统堆积到一个无法维持的程度时,就会出现债务问题——而我们现在正面临这样的债务问题。

当然,这是货币周期中的一部分。

还有一个是国内政治秩序的周期,它表现为从一个政治秩序过渡到另一个政治秩序,而这个过程中,左右两派之间通常会出现剧烈的对立和动荡。

尤其在民主国家中,由于缺乏秩序,斗争不断。因为民主制度要求协作、妥协,而这些机制正在逐步失效。

我们正在经历的,正是这种政治秩序的转变。

除此之外,还有一个更大的体系——国际秩序。

这个国际秩序始于1945年,也就是第二次世界大战结束后。赢得战争的一方——主导力量——得以制定规则。

那时建立起了一系列多边主义的机制,比如联合国、世界贸易组织、世界银行等。

但是现在,多边主义正在解体,被单边主义取代。

原因其实是一样的:系统内部出现了结构性的问题,难以维持。

我们于是看到,存在三大秩序正在瓦解:

第一,货币与债务秩序(太多的债务,债务就是货币);

第二,内部政治秩序(我们的制度如何运作?谁来控制问题?);

第三,国际秩序的变化(相互依赖关系瓦解)。

除此之外,在人类历史上,还有其他五种重要力量也始终在作用着,气候变化和自然灾害;人类的创新与新技术的诞生等等,这些力量之间的相互作用,正是我们当下所经历的全部背景。

我们回到关税问题,关税其实是在应对全球失衡的问题。所谓失衡,指的是资本失衡与贸易失衡,而这两者都是不可持续的。

与此同时,还涉及到国际冲突的问题。比如:美国如何在不制造任何商品的情况下实现国家安全?我们依赖中国进口;中国又如何在对美国资本高度依赖的情况下实现自身安全?这种相互依赖的关系正在被打破。

这就是我们当前讨论的本质背景。

问题2:就如你所说,从历史角度来看,这些政策是否在政治上有吸引力?在美国或其他国家是否受到欢迎?从经济角度来看又如何?我们看到市场今天有所反弹,但很多人已经损失了10%的资产。从机制上来看,这到底意味着什么?

瑞·达利欧:

从操作机制上讲,这意味着:成本会升高,企业收入会下降,资本会变得更难获得。

那对企业意味着什么呢?意味着他们的运营成本上升,营收减少,而且更难融资。

而与此同时,我们还在尝试重建制造业。

我完全同意“不制造东西是个大问题”,我也认同这个目标。但是,我们是否具备制造能力?这是一个更深的结构性问题。

我们的人口结构是这样的:

问题3:所以你到底是支持总统的政策,还是反对?我想弄明白你的结论到底是什么,在表达什么立场?

瑞·达利欧:

我同意这个问题本身。但我非常担心的是解决方案本身,也就是它的可行性。

换句话说,我认为这会带来一系列问题,比如我之前说的那些:成本上涨、收入下降、融资困难、对资本市场的冲击。

不止于此,我认为这还会在全球层面上给整个生产系统掺沙子,也就是阻碍全球的供应链和生产效率。

与此同时,我也认同全球的相互依赖关系、全球的生产效率问题、美国缺乏竞争力的问题,这是一个长期的、结构性的挑战,而且我认为这会带来政治层面的后果。

这正是周期的本质。现在,这一切又发生在我们财政预算状况极其糟糕的时期。

我们现在的预算赤字问题,本身就同样严重。往前看几个月,我们必须把预算赤字降到GDP的3%左右。

但与此同时,我们又在推动一项会大幅增加成本、并带来多方面副作用的政策。这些问题并不好解决。

我很担心,因为这些更深层的问题:债务还在、超支还在、竞争力缺失还在,并不会因为政策喊话就消失。

这些问题在历史上不断重演,而我们目前正处于一个非常类似1930年代的阶段。

问题4:但我们现在真的不知道,最终要如何与中国解决这些问题?

瑞·达利欧:

我不是一个意识形态导向的人。我更像是个修车工,做的是系统分析的工作。

所以,当我们在谈这些问题时,我是以一种“系统视角”在思考。

比如说,我完全同意你刚才说的:中国现在的制造业规模,已经超过了美国、德国和日本的总和,它是全球最具竞争力的制造大国。

而与此同时,美国失去了制造能力,成了全球最大的消费国。

我们依靠大量债务来资助我们的消费,这导致我们身处一个非常、非常困难的局面。

问题5:在这种情况下,外国投资者购买美国国债意味着什么?你怎么看短期的资金供应和需求?

瑞·达利欧:

你说得没错。但我们要明白,有两种方式可以降低利率:

第一种方式是通过改善供需平衡来实现,这是一种健康的方式;

第二种方式是强行压低利率,靠印钞实现。

利率的变化,本质上来自三部分的平衡:支出、税收和利息成本。

如果政府能做到财政更平衡,我不管他们怎么做(这涉及政治选择),但如果真的能改善债券市场的供需关系,那利率就能以一种健康、可持续的方式降低。

这也能帮助我们实现将赤字降到GDP 3%的目标。

但你不能靠印钱来强行把利率压低,那是不可持续的,是不健康的做法。

问题7:那我直接问一个问题,你现在看着市场,心里是怎么想的?你会说,这市场现在是高估了?合理?还是被低估了?你会觉得这是一个“掉刀子的市场”,还是说“买入的绝佳机会”?普通人应该怎么思考当下这种市场环境?

瑞·达利欧:

有些事情是一定会发生的,而有些事情是可能会发生的。我不想说“现在是买点”或者“现在是卖点”。我不会这样做,也从不做市场择时的建议。

我想告诉普通公众的是,你需要有一个结构良好、平衡、分散的投资组合,并且有一个能长期坚持的投资计划。

在我作为投资人这些年的经历中,我亲历了9/11 事件、2008 金融危机……经历了很多。

最重要的是,你要有一个稳健、分散的投资组合,能够承受各种环境的变化。

我就不深入展开细节了。

但你问我,“我该如何分散投资?”那么首先,你得明白一件事:要清楚自己不知道的东西。

当你明白你无法准确择时市场时,你就会意识到,光靠市场时机是成不了事的。你最终只会陷入情绪化的反应。

我一开始没有太多资金的时候,我是这么做的:

我会问自己:“我现在有多少存款?如果从明天起没有任何收入,我可以靠这些钱生活多久?”

我会先算出我可以生活多少个月,然后再算可以撑多少年。

接着,我再问自己:如果资产价值下跌50%,我还可以活多久?

只有当你处在一个足够安全的财务位置时,你才有可能真正建立一个适合自己的分散投资组合。

但这里有个误区:不要以为现金是安全的。

从长期看,现金可能是你能做出的最差投资决策。

你必须看的是你的购买力是否保持住了——也就是经通胀调整后的购买力。

比如说,当美联储把利率压低、开始印钞时,现金的“价格”就下降了,你的购买力也就被削弱了。

这在过去几年已经发生过,大家应该感同身受。

所以我总结一下:保持一个多元、分散的投资组合;同时要非常重视我们国家的债务问题。
