肖风：稳慎前行才能让 Web3 在香港行稳致远

万向区块链董事长及 HashKey Group 董事长肖风在发表致欢迎词时表示，去年 10 月份香港政府发布虚拟资产政策宣言，今年 2 月份香港财政预算法案也对 Web3 有资金上的支持，昨天香港特首李家超特别出席香港 Web3 协会成立典礼并致辞，今天也是上海升级的日期，这些都是 Web3 行业近期的一些“好雨”。发展 Web3 需要守正创新、稳健前行，适当监管与推动发展双轮驱动。稳慎前行才能让 Web3 在香港行稳致远，呼吁 Web3 从业者讲好 Web3 的故事，讲好香港的故事。

陈茂波：现在是 Web3 发展的黄金机遇，也是惊心动魄的时刻

香港特别行政区政府财政司司长陈茂波在发表开幕演讲时表示，要以科技变革的历史视角看待 Web3 的发展，科技的变革引领着商业的创新，而商业行为也会驱动更好科技的变革，互联网就属于这一类变革的力量，区块链技术的兴起，让互联网已经进入 Web3 时代。香港将推动虚拟资产市场可持续和负责地发展，适当的监管是必须的，这样才能营造可持续的发展空间。现在是 Web3 发展的黄金机遇，也是惊心动魄的时刻，回顾历史，Web3 的发展在经历震荡后将会再次快速发展。

OKX 总裁 Hong：OKX 平台沉淀资产已超 200 亿美元

香港特别行政区政府署理财经事务及库务局局长陈浩濂表示，自香港去年推出相关政策以来，已有包括虚拟资产交易所、虚拟资产网络安全公司、虚拟资产钱包、支付机构等各种类型的 Web3 公司决定来香港设立其国际总部或扩大规模。香港将为虚拟资产交易所于今年 6 月实施发牌制度，并已于今年 2 月发行代币化政府绿色债券。另外，香港的财政预算公布拨款 5000 万元来推进行业发展，为吸引和培养业界相关人才，还将推出券商学生金融科技实习计划，让更多优秀人才在未来致力于投身金融科技行业。

赵长鹏：CeFi 信任有对技术的依赖、平台服务以及风险管理教育三个层次

在主会场中的“CeFi 未来，从现在出发”对话中，关于主持人邓超（HashKey Capital 首席执行官）如何防止 CeFi 基础设施故障的问题，币安创始人赵长鹏表示，CeFi 也可以非常透明，比如最近的储备证明，可以比传统金融服务提供商更加透明，用户对资产有更多的控制权。CeFi 信任方面，赵长鹏表示，提到 CeFi 信任，有三个层次，第一层是对技术的依赖，第二层是针对平台的服务或者业务的，这可以随着时间的推移来实现信任，第三层是风险管理教育。

蔡钟辉：DeFi项目需要持牌并受监管

香港证券及期货事务监察委员会(SFC)中介机构部临时主管蔡钟辉表示，DeFi项目需要受到SFC的监管，自动交易服务也是属于SFC监管之列，去中心交易所如果涉及到虚拟资产，也需要申请牌照；一些DeFi协议名义上是去中心化的，现实中少量开发方持有大量治理代币，需要分析其实质性而不是表面的说法。
