得益于《GENIUS 法案》的推动,稳定币已跻身主流金融。这部于今年 7 月通过的美国法律,为稳定币构建了监管框架,使其获得合法性背书,同时为金融机构推出自有稳定币铺平了道路。美国总统唐纳德・特朗普及其家族支持的加密项目 World Liberty Financial ,已发行稳定币 USD1。而当前最热门的稳定币 —— 由 Tether 发行的 USDT,过去 12 个月市值飙升 46%,达到 1740 亿美元。

这类锚定美元等现实资产的加密货币,号称比价格剧烈波动的比特币更稳定,同时被宣传为 「低成本、高速」 的支付方式。然而,稳定币带来的风险将远大于收益,且市场早已存在更优替代方案。

第一代加密货币(以比特币为代表)的支持者构成复杂:既有技术极客、追求 「脱离政府管控」 的自由意志主义者,也不乏洗钱者与渴望快速暴富的投机者。这些处于行业前沿的加密公司,主要依靠 铸币收益(代币发行利润)和交易手续费(平台交易抽成)蓬勃发展。

批评者认为,这类加密货币几乎没有社会价值。它们为逃税提供便利,剥夺政府的铸币税收入,还需通过高耗能的 挖矿维持运行;更重要的是,它们削弱了央行在危机中稳定经济、遏制资本外逃(尤其在经济体遭遇投机冲击时)的能力。而其剧烈的波动性,更使其完全无法成为真正意义上的货币。

稳定币的出现,被认为是解决最后一个问题的方案。通过锚定美元等安全资产,它们宣称能 「兼具数字支付的高效性与资产价格的稳定性」。它们还将自己定位为成本高昂的现有机构——银行以及 Visa、PayPal 和 SWIFT 等支付平台——的竞争对手,尤其是在跨境转账领域。乍看之下,这似乎是行业的进步。但历史早已证明:看似安全的金融创新,往往是危机的导火索 ,正如 2008 年金融危机前的金融衍生品与次贷证券打包产品。

稳定币与货币市场基金类似:表面上看似安全,实则在压力下极易崩盘。届时,政府可能因 「保护中小企业与家庭资产」「防止金融风险蔓延」 或 「维护辖区加密友好声誉」,被迫出手救助稳定币持有者。而这种政府兜底的预期,又会反过来纵容稳定币发行方的冒险行为。

支持者坚称,稳定币完全由美元资产背书(即锚定美元现金、银行存款、美国国债、货币市场基金等),且会计师事务所会定期审计储备金规模,监管机构则负责解读审计结果并执行必要的监管措施。但现实中,全额背书远非板上钉钉。Tether 曾因 「虚假陈述储备金情况」 被罚款,其储备金从未经过独立机构的全面审计;另一家稳定币发行方 Circle,曾因硅谷银行倒闭导致 8% 的储备金面临风险,幸运的是,硅谷银行的未投保储户最终获得了公共资金救助。

即便储备金真实存在,储备金是否足额的微小疑虑,也可能引发破坏性的挤兑潮。2022 年 算法稳定币 TerraUSD 的崩盘便是例证。更令人担忧的是,《GENIUS 法案》中关于稳定币赎回的规则 ——包括 「如何响应持有者的兑回请求」「危机中是否可暂停支付以稳定流动性」 等核心条款 —— 仍模糊不清。

此外,现金、国债等安全资产的收益率极低。历史上,不少受审慎监管的银行,都曾为追求更高收益而投资伪装成安全资产的高风险产品。那么,为何要假设监管远松于银行的稳定币发行方,会表现得更克制,不去通过 「利率投机」「投资未投保存款」 等方式追逐收益呢?

《GENIUS 法案》禁止稳定币发行方支付利息,这一规定实则是为安抚银行,毕竟银行担忧储户会将资金转入稳定币。但该禁令并不适用于 Coinbase、PayPal 等稳定币交易平台。这种监管差异留下了漏洞:平台可与发行方合作,却无需遵守针对发行方的监管规则。

部分平台正利用这一漏洞变相提供收益(例如 Coinbase 与 PayPal 均通过交易返现实现),并为支撑这些收益铤而走险。但与银行不同,这些平台无需满足 「资本金充足率」「流动性覆盖率」 等要求,也无需缴纳存款保险费。由此,它们跻身影子银行之列,享受隐性的公共兜底,却不承担相应的监管成本。

政治因素进一步放大了稳定币的风险。美国现政府在推广加密货币方面,既存在个人经济利益,也有意识形态倾向,同时还有地缘政治考量。加密货币可提振全球对美元的需求,进而为美国贸易逆差融资。如今,倾向于支持加密行业的官员已被任命为监管者,宽松监管几乎已成定局。

这一局面令欧洲及其他地区忧心忡忡。若某国试图对以美元为锚的稳定币实施严格监管,可能会被特朗普政府贴上 不公平贸易壁垒的标签,正如美国当前对欧洲管控科技巨头的态度。

稳定币的流行,恰恰凸显了市场对更优支付方式的真实需求:更快、更便宜、24 小时不间断、可编程化。但这类支付体系,理应由公共部门直接构建并提供。目前,巴西与中国已拥有高效的数字支付系统;欧元区也在推进央行数字货币(CBDC)的研发。支付体系本就属于公共产品,不应由私人投机资本主导。

当然,私人企业往往是创新的源头,因此公共支付基础设施应保持开放性,提供编程接口,允许创业者在其基础上开发应用。若能如此,这样的体系便能兼具公共信任与私人创新活力。

稳定币或许会作为最新金融潮流吸引眼球,但它们在让少数人暴富的同时,也可能给金融体系带来不稳定风险。更合理的选择,是将支付体系视为共享公用设施,而非投机者的游乐场。
