The founder of Trustee Plus, Vadym Grusha, met with the head of the National Securities and Stock Market Commission (NSSMC), Alexey Semenyuk, and the Director of the Department of State Regulation of Virtual Asset Circulation, Lesia Ulashli. The main topic of the meeting was the future regulation of the cryptocurrency market in Ukraine.
The parties discussed licensing, stablecoins, the operation of international cryptocurrency platforms, and secondary legislation that should appear after the law is passed.
The NSSMC has already published its own summary of the meeting and a list of issues that need to be resolved before the launch of the virtual asset market.
At the same time, Vadym Grusha drew attention to a broader context in his Telegram channel. According to him, the current meeting showed that a common vision for the market's development is gradually forming between the state and industry representatives.
Separately, the founder of Trustee Plus noted the work of Alexey Semenyuk, who headed the NSSMC at the beginning of 2026. In Grusha's opinion, in a short time, the head of the Commission has managed to significantly synchronize positions regarding future regulation.
Previously, according to Vadym Grusha, different participants in the process could look at the future of the crypto market from different angles and move in their own directions. Now, in his opinion, a common vision is forming between legislators, regulators, and market representatives: the parties may differ in details but already agree on the general direction of movement.
The bill on regulating the virtual asset market has already passed its first reading and is being prepared for the second. After its adoption, the next stage for regulators will be the development of secondary legislation.
It is the secondary legislation that will largely determine how the new rules will work in practice and how comfortable they will be for Ukrainian crypto businesses and international platforms.
Grusha emphasizes that after almost nine years of discussions, it is important that this time the process concludes not with another discussion but with the creation of a real, functioning virtual asset market in Ukraine.
