FSB Declares Pavel Durov Wanted Internationally on Charges of Facilitating Terrorism
Russian security service FSB has declared Telegram founder Pavel Durov internationally wanted on charges of facilitating terrorist activities. The FSB alleges that numerous Telegram channels, chats, and bots are actively used by Ukrainian intelligence services, terrorists, and extremists to plan sabotage and mass killings in Russia, and that these groups have not been removed from the platform. Specifically, they claim a bot named "Daivinchik" is used by Ukrainian services to recruit Russians for such acts.
The FSB reports that, over the past year, 46 individuals aged 12 to 22 were arrested across several Russian regions. They are accused of carrying out tasks for foreign intelligence, including attacks on security forces and acting as couriers to transfer money to Ukraine.
This criminal case represents an escalation of long-standing Russian grievances against Telegram's content moderation policies. Durov has not yet commented on the charges. The situation parallels earlier conflicts, such as Durov's 2024 detention in France over allegations of insufficient control over illegal content like drug trafficking and fraud.
