Ban on Mining Takes Effect in Moscow Region and Kursk Oblast

A ban on cryptocurrency mining has come into effect in Moscow, the Moscow region, and eight border districts of Russia's Kursk region. The decree was signed by Prime Minister Mikhail Mishustin on July 31. In Kursk, the affected areas include the Belovsky, Bolshe-Soldatsky, Glushkovsky, Korenevsky, Lgov, Rylsky, Sudzhansky, and Khomutovsky districts, as well as the city of Lgov. The prohibition will remain in force until December 31, 2032. Moscow authorities have stated that mining consumes a significant amount of energy without benefiting the economy. In the Kursk region, the restriction is attributed to an energy deficit. A similar ban is already in place in 13 other energy-deficient Russian regions, including Irkutsk Oblast, Buryatia, and Zabaykalsky Krai.

The Russian government has banned cryptocurrency mining until December 31, 2032, in several regions, including Moscow, the Moscow region, and parts of the Kursk region. The decree, published on July 31, states the ban will take effect in these territories starting August 15. In the Kursk region, the prohibition applies to eight districts and the city of Lgov. This measure amends a previous government resolution from December 2024. The move follows recent comprehensive legislation passed by the State Duma on July 21 to regulate the circulation of digital currencies and digital rights in Russia. The new law establishes rules for depositories, crypto exchanges, and other market participants, who must eventually be included in a special registry. However, a transitional period allows these entities to operate without registration until July 1, 2027.
