The staff contends that by prohibiting officials only from being an "issuer" or "sponsor" of a digital asset, the bill fails to block revenue from intermediaries, licensing deals, third-party issuers, or family-affiliated organizations. Provisions for "qualified blind trusts" would also allow direct asset holdings to retain value. Key points of ongoing partisan disagreement include the bill's reliance on federal enforcement, which ceases once an official leaves office, and its perceived inadequacy in addressing presidential crypto conflicts of interest. The new findings complicate efforts to secure the bipartisan support needed for the bill's passage.
