Депутаты Госдумы России от фракции «Новые люди» Антон Ткачев, Ярослав Самылин и Георгий Арапов направили письмо главе Банка России Эльвире Набиуллиной с предложением создать механизм гослицензирования криптообменников.

По словам депуатов, создание «легальных обменников» сократит нелегальный оборот криптоактивов, укрепит доверие россиян к цифровым монетам, а государство — усилит контроль над денежными потоками.

«Просим Вас, уважаемая Эльвира Сахипзадовна, поручить профильным департаментам Банка России проработать вопрос о создании механизма лицензирования легальных криптовалютных обменников с физическим присутствием», — говорится в прошении.

Законодатели предлагают ввести для пунктов обмена цифровыми активами минимальное требование к размеру уставного капитала, а их руководителей обязать проходить проверку и отвечать требованиям Центробанка. Предлагается установить лимит для каждой сделки в гособменнике:

  • 1 млн рублей в Москве и Санкт-Петербурге;

  • 500 000 рублей в остальных городах и регионах.

Операции по обмену криптовалют должны сопровождаться идентификацией клиентов по паспорту. Все данные о покупке и продаже цифровых активов следует передавать в Федеральную налоговую службу (ФНС), считают депутаты фракции «Новые люди».

Ранее первый зампред комитета Совета Федерации России по бюджету и финансовым рынкам Александр Шендерюк-Жидков выступил с предложением разрешить компаниям, зарегистрированным в специальных административных районах на острове Русский (Приморский край) и острове Октябрьский (Калининградская область) протестировать расчеты в криптовалюте.

Правительство России предложило установить штрафы за «неправомерную организацию оборота криптовалюты». Штрафовать собираются тех, кто оплачивает товары и услуги криптовалютой, майнит в обход госреестра майнеров, майнит и не отчитывается вовремя госорганам.

Upbit's limited-time promotion initially boosted its daily stablecoin volume by 162%, but the surge was almost entirely in USDT (98.1% of volume). The newly listed stablecoins saw negligible, fleeting interest. Furthermore, the promotional effect quickly waned in the second week, with volume dropping 33% on weekdays. A concurrent weakening of the KRW also contributed to the trading spike, independent of the fee waiver. The analysis suggests that once the promotion ends, Upbit is unlikely to retain its temporary gains unless it matches Coinone's permanent zero-fee policy, forcing a choice between market share and fee revenue. Upbit's strategic push may be less about immediate profit and more about preparing for future regulatory shifts. With South Korea's *Digital Asset Basic Act* on the horizon, which will regulate KRW-backed stablecoins, and following Dunamu's (Upbit's parent) integration into Naver Financial to build a payment ecosystem, securing a dominant position in the dollar stablecoin distribution channel holds long-term strategic value. However, potential regulatory conflicts could prevent Upbit from listing a future Naver-issued KRW stablecoin, making the current fight for dollar stablecoin flow even more critical.
