Президент США Дональд Трамп собирается назначить Майкла Селига (Michael Selig) на пост главы Комиссии по торговле товарными фьючерсами (CFTC). Об этом сообщает Bloomberg со ссылкой на представителя администрации Трампа.

Решение о выдвижении Селига принято после того, как процесс назначения руководителя CFTC зашел в тупик в сентябре. Тогда Трамп был вынужден отозвать кандидатуру Брайана Квинтенца (Brian Quintenz) из-за давления со стороны сооснователей криптобиржи Gemini — братьев Тайлера и Кэмерона Уинклвоссов (Tyler Winklevoss, Cameron Winklevoss).

При этом Трамп с 2024 года рассматривал возможность передачи CFTC надзора над криптовалютами.

«Прокриптовалютная» репутация нового кандидата

Селиг в настоящее время занимает должность главного юрисконсульта криптовалютной целевой группы Комиссии по ценным бумагам и биржам (SEC) и старшего советника председателя SEC Пола Аткинса (Paul Atkins). Аналитики и представители криптосообщества характеризуют его как «прокриптовалютного» кандидата и приветствуют потенциальное назначение.

CFTC будет разделять надзор с SEC в соответствии с рекомендациями рабочей группы Трампа по цифровым активам, изложенными в июльском отчете.

Разделение полномочий между регуляторами

Рабочая группа рекомендовала передать CFTC надзор над спотовой криптовалютной торговлей и классифицировала большинство криптовалют как товары. Все остальные криптовалюты, классифицированные как ценные бумаги — например, токенизированные облигации и акции — останутся под контролем SEC.

CFTC и SEC выпустили совместное заявление в сентябре о «гармонизации» регуляторных усилий между двумя агентствами. Юристы называют это шагом, который принесет столь необходимую ясность криптоиндустрии в США.
