从亚利桑那到得克萨斯,从俄亥俄到纽约,一座座晶圆厂、封装厂和材料基地陆续宣布。美国半导体产业协会在其最新报告中统计,自2020年以来,美国已经公布超过7700亿美元的半导体产业链投资,涉及30个州、160个项目。

厂房可以用资本支出建起来,设备也可以从全球供应商手中采购。真正麻烦的是,当生产线准备启动时,有没有足够的人来调设备、跑工艺、维持良率,并让工厂一年365天稳定运行。

SIA在《2026年美国半导体产业状况报告》中称,美国半导体行业目前直接雇用了约34.2万人,同时带动近200万个间接和衍生就业岗位。一个半导体岗位,平均支持其他行业约5.7个岗位;行业平均工资比其他领域的相似岗位高出30%以上。即便如此,美国到2030年仍可能面临6.7万名半导体技术人员、工程师和计算机人才的缺口。

6.7万人接近当前美国半导体直接就业人数的五分之一。这个比例足以让人才问题从企业招聘部门的日常烦恼,变成制造回流能否兑现的产业问题。

不过,先要看这个数字怎么来的。

这并不是一项在2026年重新完成的人才普查。它来自SIA与Oxford Economics在2023年发布的预测模型,最新报告继续引用了这一结果。其假设是按照当时的学历完成率和人才供给趋势,美国半导体产业到2030年将新增约11.5万个岗位,其中约6.7万个岗位存在无人填补的风险。

所以,6.7万不是已经空出来的职位,更不是一个会精确发生的数字。AI效率提升、工厂投资调整、自动化程度提高、市场周期变化以及培训计划扩张,都可能改变最终结果。但它揭示的矛盾并没有过时:美国扩张半导体产能的速度,可能快于人才培养体系补充人员的速度。

缺的并不都是芯片设计工程师

一说半导体人才短缺,很多人首先想到的是会设计CPU、GPU的顶尖工程师。

这只是问题的一部分。

按照SIA与Oxford Economics的拆分,预计缺少的6.7万人中,约2.64万人是技术员,占39%;约2.73万人是工程师,占41%;另外1.34万人来自计算机科学相关岗位,占20%。

工程师内部也有明显差别。预计缺口中约9900人需要本科学历,1.23万人需要硕士学历,约5100人需要博士学历。换句话说,美国既缺能够进入洁净室操作和维护设备的技术人员,也缺工艺、材料、器件和芯片设计等方向的高学历工程师。

这两类人才的培养方式完全不同。

先进制程研发、晶体管结构、EDA算法和材料研究,往往需要硕士甚至博士训练。企业很难通过几个月的速成班培养出一名能独立承担关键研发任务的工程师。

技术员岗位的学历门槛相对低一些。美国劳工统计局称,半导体加工技术员通常可以从高中学历起步,部分岗位需要职业证书或副学士学位,进入企业后再接受在岗培训。这个入口看起来比较宽,却并不意味着人员就容易补足。

一座晶圆厂不是只有几个穿防尘服的工程师在电脑前调整参数。生产线上需要大量设备、生产、质量、自动化、设施和维护人员。工艺一旦进入量产,这些岗位决定的是设备利用率、生产节拍和产品良率。

顶尖工程师决定工艺能走多远,技术员则决定工厂每天能不能正常运转。两边都缺,问题只是表现形式不同。

技术员学历门槛不高,为什么仍然难招

美国劳工统计局的数据显示,2024年美国约有3.19万名半导体加工技术员。预计到2034年,这一职业的就业人数将增长11%,明显高于美国全部职业3%的平均增速。未来十年,每年平均会出现约3900个岗位空缺,其中既包括新增需求,也包括退休、转行等形成的替代需求。

从待遇看,这也不是典型的低薪制造岗位。

2024年,半导体加工技术员的年薪中位数为5.118万美元,高于美国生产类岗位4.596万美元的中位数。在半导体及电子元器件制造业中,这类岗位的年薪中位数约为5.223万美元;收入最高的10%超过8.7万美元。

但工资只是招聘条件之一。

晶圆厂通常连续运行,倒班、夜班和周末工作并不少见。新建晶圆厂又往往分布在特定产业集群,求职者不仅要决定是否从事半导体制造,还要考虑是否愿意搬到工厂所在地,以及当地住房、交通、教育和托育条件能否承受。

这也是美国商务部在CHIPS项目中要求企业提交劳动力发展方案的原因。申请较大规模直接补贴的企业,还需要提供员工获得可负担托育服务的计划。这个要求看似距离芯片技术很远,实际上相当现实:工厂要求员工轮班,若周边公共服务无法匹配,再好的培训计划也可能留不住人。

所以,技术员短缺不能简单归结为“年轻人不愿意进工厂”,也不能认为开几个职业培训班就可以解决。

企业需要回答的还有:岗位有没有清晰的晋升通道,证书能否在不同公司之间被认可,培训期间谁来承担成本,员工是否愿意长期留在当地。对一座投资数百亿美元的晶圆厂来说,这些问题看起来琐碎,却会直接写进人员流失率和生产效率。

高端工程师的问题不是工资不够高

工程师市场是另一种情况。

美国劳工统计局预计,2024年至2034年,电气和电子工程师就业人数将增长7%,每年平均产生约1.75万个岗位空缺。2024年,半导体及电子元器件制造业中的电子工程师年薪中位数达到14.276万美元。

一名能够负责先进制程良率提升的工艺工程师,不能简单由普通机械工程师替代;懂HBM堆叠、混合键合和热管理的封装人才,更不是初出茅庐的应届生能望其项背的。

更现实的问题是,半导体企业并不是这些人才唯一的去处。人工智能、云计算、软件、航空航天、汽车电子和国防工业都在争夺电气工程、计算机和材料专业人才。芯片厂商提供的工资不低,但其他行业同样有能力开出高薪。

因此,美国的工程师缺口既是数量问题,也是专业匹配问题。大学可以增加电子工程和计算机专业招生,但从学生入学到完成硕士、博士训练,再到具备产业经验,往往需要多年。新建工厂的招聘高峰,却可能集中在未来三四年内。

7700亿美元投资,也在重新绘制人才地图

美国原有的半导体人才并非平均分布。

芯片设计、晶圆制造、设备和材料企业长期围绕少数产业集群发展。如今新增项目覆盖30个州,既扩充传统基地,也把部分大型工厂带到过去半导体产业基础相对薄弱的地区。

这会产生一个容易被忽略的错位:全国拥有足够数量的工程毕业生,不代表项目所在地就能招到足够的人。

一家企业可以在全国招聘几十名高级管理者和核心专家,但晶圆厂量产需要数千名能够长期稳定工作的本地员工。若主要依靠从其他州迁入,企业要付出的不仅是工资,还包括搬迁费用、住房补贴以及员工家庭的安置成本。

这也是为什么社区学院在美国半导体人才战略中的作用越来越重要。

截至SIA发布2024年劳动力政策蓝图时,美国已有超过50所社区学院宣布新建或扩充半导体相关课程。与大学主要培养研发和工程人才不同,社区学院更适合为当地晶圆厂培养设备技术员、生产技术员和工程助理。美国《芯片与科学法案》还设置了2亿美元的半导体劳动力与教育基金,由国家科学基金会推进相关培训。

这种“企业提出岗位需求,社区学院定向培养,学生进入当地工厂”的模式,理论上比从全国范围内抢人更可持续。

难点在于课程不能只教一些泛化的半导体知识。不同工厂使用的设备、工艺平台和自动化系统并不相同,学校需要获得企业参与、实训设施和持续更新的课程。半导体设备价格昂贵,许多学校也不可能自行建设完整洁净室。NSF在讨论未来半导体人才培养时,已经把缺少昂贵洁净室和先进设备列为学校培训面临的现实障碍。

这意味着人才培养本身也是一项基础设施投资,而不是印几本教材那么简单。

本土培养与国际人才,不必二选一

SIA给出的政策建议中,除了扩大STEM(理工)教育、职业培训和学徒制,还特别提到了高技能移民改革。

原因不复杂。技术员缺口可以更多依靠社区学院、职业教育和在岗培训解决;硕士、博士层级的工程师却很难在短期内大量增加。美国大学长期吸引国际学生攻读工程和计算机专业,其中一部分已经在美国完成了所需训练。让这些毕业生进入产业,确实是补充近期高级人才的一种办法。

但国际人才也不是万能答案。

移民政策存在不确定性,企业不能把整个人才战略建立在海外招聘之上;先进制造的大量岗位还要求员工长期驻扎在具体工厂所在地,并非所有国际人才都愿意选择制造现场。长期来看,美国仍然需要扩大本土工程教育、职业教育和产业实训体系。

把这两条路线对立起来,没有太大意义。

国内培养解决长期供给和产业覆盖,国际人才缓解高级工程岗位的近期紧张。一个成熟的产业政策,本来就需要同时处理短期和长期问题。

对中国半导体人才政策的启示

美国应对半导体人才缺口的做法,对中国也有一定借鉴意义。真正值得关注的,并不是美国为培训项目投入了多少资金,而是它把人才供给视为半导体产业基础设施的一部分,与建厂、研发和产业补贴同步规划。

这对中国同样具有现实意义。

近年来,中国半导体项目布局不断扩大,不同地区都在建设晶圆制造、封装测试、材料和设备产业基地。但产业项目落地与人才供给之间,并不总能完全匹配。有些地区拥有资金、土地和政策,却缺少成熟的工程师队伍;有些高校培养了大量相关专业学生,但课程、实训条件与企业真实岗位之间仍有距离。全国人才总量增加,并不代表每个产业集群都能及时找到合适的人。

美国政策中一个值得借鉴的方向,是要求获得产业支持的企业同时提交人才培养和用工方案。对中国而言,半导体项目的评估也可以进一步从“投资多少、建设多大产能”,延伸到“需要哪些岗位、人才从哪里来、如何培养、如何留下”。特别是大型晶圆厂和先进封装项目,在立项阶段就应与当地高校、职业院校和培训机构建立稳定合作,而不是等到投产前一年才集中招聘。

职业教育的重要性也需要重新认识。

半导体人才并不等于全部需要硕士和博士。先进制程研发、芯片架构、EDA和关键材料研究,确实依赖高学历人才;但制造现场同样需要大量设备维护、生产控制、质量管理和自动化技术人员。这些岗位更适合通过职业院校、应用型本科和企业实训体系培养。学校对于半导体体人才的培养,除了多开集成电路相关专业,也要考察是课程能否接近真实研发、生产环境,学生能否接触设备、工艺和质量管理流程,企业是否愿意长期参与教学。

人才政策还要解决区域流动和职业发展的实际问题。

半导体工厂通常远离传统互联网和金融人才集中的核心城区,员工是否愿意长期留下,不只取决于工资,还与住房、教育、医疗、通勤和晋升空间有关。一个产业基地可以依靠优惠政策吸引项目,却很难只靠一次性补贴形成稳定的人才生态。对地方政府而言,建设学校、实训中心和公共服务,可能不如签下一个大型项目显眼,却更能决定项目投产后的运行质量。

此外,中国也需要避免把半导体人才政策简单等同于“抢人”。从其他企业和地区高薪挖人,可以缓解单个项目的燃眉之急,却不会增加全行业的人才供给,反而可能推高成本、加剧人员流动。更可持续的办法,仍然是扩大培养规模,提高工程教育质量,并让企业承担更多在岗培训责任。

美国预计出现的6.7万人才缺口未必会完全发生,中国也很难用一个数字准确概括未来的人才需求。AI与自动化会减少部分岗位需求,行业周期和项目调整也会改变招聘规模。但无论最终缺口是多少,有一点相当明确:半导体产业越向先进制造和系统化竞争发展,人才培养就越不能滞后于产能建设。

对中国来说,半导体产业真正成熟的标志,不只是建成了多少座工厂,也不只是引进了多少台设备,而是能否在本地持续培养出工程师和技术人员,让工厂稳定运行、工艺不断改进,并形成一代接一代的人才梯队。产线建成只是开始,人才供给能够自行循环,产业根基才算真正建立起来。
