Исследователи выяснили, что у 66% майнинговых компаний в Парагвае отсутствуют сотрудники, что вызывает серьезные вопросы о вкладе этих компаний в систему социального обеспечения страны. Около 40 организаций занимаются добычей биткоинов по контрактам с Национальным управлением энергетики Парагвая (ANDE). Предполагается, что эти фирмы тоже могут работать с нарушением правил соцобеспечения, нанимая внешнюю рабочую силу, либо совсем не привлекая сотрудников. При этом майнинговые компании потребляют большое количество электроэнергии.

По текущим оценкам IPS, весь сектор криптовалют в Парагвае создает всего 383 рабочих места, что составляет 1,58 рабочих мест на каждый мегаватт (МВт) электроэнергии, предоставляемой по договору. Почти половина компаний по добыче биткоинов направили менее 1% от своих счетов за электроэнергию на социальную помощь. Исследователи подчеркнули, что крупные майнинговые компании негативно влияют на гидроэнергетические ресурсы Парагвая, пользуясь сниженными тарифами на электроэнергию, но не внося адекватного вклада в общество.

IPS предложил увеличить взносы для майнинговых компаний на социальную помощь. Это должно обеспечить более рациональное потребление электроэнергии и справедливое распределение ресурсов. Меры должны применяться только к крупным компаниям, интенсивно потребляющим электричество, и не должны распространяться на мелких майнеров.

С 1 августа Национальное управление электроэнергетики Парагвая (ANDE) повысило тарифы на электроэнергию для майнинговых компаний на 14%. Президент Парагвая Сантьяго Пенья (Santiago Peña) уверен, что это не повлияет на жизнеспособность отрасли в стране.
