Trump's crypto advisor confirms ‘agreement in principle’ to pass CLARITY Act

There is a little relief that the stalled crypto market structure bill, the CLARITY Act, may regain momentum soon. 

On the 20th of March, Patrick Witt, President Donald Trump’s chief crypto advisor, confirmed that the Senate and the White House had reached an ‘agreement in principle’ to advance the bill. 

Witt hailed the deal as a ‘major milestone’ to unlock the bill and credited Senators Thom Tillis (R-NC) and Angela Alsobrooks (D-MD) for brokering the deal. He added, 

More work to be done to close out this and other outstanding issues, but this is a major milestone toward passing the CLARITY Act.

With the bipartisan support now secured, the ball will be in the banking industry’s court. At the time of writing, neither the Bank Policy Institute (BPI) nor the American Bankers Association (ABA) had issued a statement on the agreement yet. 

So, what’s the deal all about? 

Details of the agreement

The Digital Market Clarity Act (CLARITY Act) was passed in the House last July. However, it has stalled in the Senate since January 2026 due to the stablecoin yield issue. 

The banking industry worried that the stablecoin reward loophole in the GENIUS Act could trigger a flight of deposits. In response, it opposed the CLARITY Act unless the issue was addressed.

There have been three negotiations to finalize a yield deal between the banking sector and the crypto industry. But all failed to resolve the issue. 

The latest stablecoin yield compromise now seeks to block rewards on passive stablecoin balances. This would address banks‘ deposit flight concerns, as payment stablecoins will not operate like an interest-bearing savings account.

Investigators Flag Coinbase Page Asking For Seed Phrases, Tool Removed

Coinbase has taken down a recently flagged “legacy recovery” tool after on-chain investigators warned that it could be used to trick users into giving up their seed phrases.

The episode reignited concerns about how design choices for platforms may clash with longstanding security practices.

It all started on March 18, when Cos, founder of SlowMist, a blockchain security firm, asked why a Coinbase-hosted page was asking users to type in their 12-word recovery phrases in plain text. Cos shared screenshots showing a Coinbase Commercial withdrawal interface that required people to paste their mnemonic phrase while also suggesting they get it from Google Drive backups.

Shortly after, well-known on-chain investigator ZachXBT posted that the page could be used by attackers as a social engineering tool, given that it was hosted on an official Coinbase domain.

“So basically Coinbase has an official page live threat actors can use to target Coinbase users via seed phrase social engineering if they wanted?” he asked.

Another member of the SlowMist team, 23pds, pointed out technical flaws on the page, saying that it didn’t have a proper sitemap and could be easily cloned. They added that attackers could copy the interface and use domains that look like it to trick people into giving them sensitive information.

There were also concerns beyond the risk of cloning, with one X user, going by Kieran, arguing that the bigger problem was behavioral. They claimed that the tool went against one of the most widely taught safety rules in crypto, which is to never share or enter a recovery phrase into a website. The existence of such requirements on official pages, according to them, could make phishing attempts more convincing.

As the digital asset landscape matures, Strategy CEO Phong Le has highlighted a looming shift in the market, predicting "monster" demand for Morgan Stanley’s upcoming spot Bitcoin ETF (MSBT). While BlackRock’s IBIT has dominated the first phase of crypto adoption, Le suggests that Morgan Stanley’s entry could redefine the sector’s scale.
The $160 Billion Projection
The cornerstone of this bullish outlook lies in Morgan Stanley’s massive Wealth Management arm, which oversees approximately $8 trillion in assets under management (AUM). Currently, the firm suggests a conservative 0–4% Bitcoin allocation for its clients. According to Le, a modest 2% allocation would translate to $160 billion in inflows—nearly triple the current AUM of BlackRock’s IBIT.
Strategic Shift and Predictions
Morgan Stanley is moving from a distributor of third-party ETFs to a direct provider, aiming to capture both management fees and market share. Amy Oldenburg, the firm's head of crypto, predicts that the market is still in its infancy. While current demand is driven largely by self-directed retail investors, the next wave will be fueled by advisor-managed accounts.
Despite current macro uncertainty and Bitcoin’s recent volatility around the $70,000 mark, the firm's pivot toward BTC lending and custody signals a long-term institutional bet. If these predictions hold, Morgan Stanley could soon become the primary gatekeeper for institutional Bitcoin liquidity.

While $XRP price has continued to defend the 200-week EMA, it would need to breach an overhead resistance range to flip the bearish trend around.

$XRP is currently at a critical point, with price action centered around the 200-week EMA at $1.41, which serves as a key support level.

While the price has managed to recover above this level, it remains under pressure from strong resistance between $1.8 and $2, where the 20-week and 50-week EMAs sit.

This is according to a recent analysis from Chart Nerd, which shows that $XRP sits at a very important point, with the 200-week EMA at $1.41 acting as a key support level.

Over the last five to six weeks, the price has moved around this level, sometimes dropping below it but recently closing back above it with strength. This move helped $XRP rise by about 22%, from $1.12 to $1.6, but the overall trend is still uncertain, as the price has again slipped below $1.5.

Right now, $XRP sits between strong support and strong resistance. Specifically, the $1.41 level is holding it up, while the 20-week and 50-week EMAs between $1.8 and
