In addition to Morgan Stanley, which is actively involved, U.S. investors across the board are piling in. In fact, the Coinbase Premium Index, after being negative for four consecutive days, turned positive again. At press time, the metric sat around 0.003, while the Premium Gap was 2.9. At these levels, this metric suggests that U.S. investors have started buying once again. 

Capital flowing into U.S. spot ETFs confirms this market shift. According to data from SoSoValue, net inflows into BTC Spot ETFs climbed to $629.7 million. This jump represented an increase of over $600 million from the previous day, signaling a massive shift in institutional sentiment. Since the approval of ETFs in 2024, markets have rallied when institutions deploy significant capital.

Banks push back on GENIUS Act rules as Agora races for a federal charter
Major US banking trade groups have asked the Treasury Department and the FDIC to pause three $GENIUS Act rulemaking comment periods until the OCC finalises its primary stablecoin framework, while stablecoin startup Agora simultaneously filed for a national trust bank charter on April 24 to establish a federal presence before the rules harden.

The $GENIUS Act banking groups officially pushed back on April 22 when the American Bankers Association, the Bank Policy Institute, and two other trade associations wrote to the Treasury Department and the FDIC requesting extended comment periods on three proposed implementation rules. As crypto.news reported, the groups argued that the Treasury’s equivalency rule, the FDIC’s issuer standards rule, and the FinCEN-OFAC anti-money-laundering directive are all “substantively tethered” to the OCC’s pending framework and cannot be meaningfully assessed until the OCC publishes its final rule. The $GENIUS Act, signed into law in July 2025, is scheduled to take effect no later than January 18, 2027.

Chair Tim Scott eyes May CLARITY Act markup: ‘We’re in the red zone
U.S. Senate Banking Committee Chairman Tim Scott is hopeful that the crypto market structure bill, the CLARITY Act, will pass before the August recess.
During an interview with FOX Business on Thursday, Scott said,
We’re in the red zone. I just want to have thirteen of thirteen Republicans on board. That makes it easier for us to have a bipartisan markup, in May, is my hope, and we’ll get this thing to the floor of the Senate.

In football, the red zone is an area close to the goal line. As such, Scott signaled that the elusive markup could be possible this month, counting on all 13 Republicans to help fast-track the process.

If the markup is successful, Scott added, the final Senate floor vote could happen in June or July

The decline corresponds to the current decline in Ethereum price and the overall crypto market. At press time, Bitmine Chairman Tom Lee deemed this phenomenon a ‘mini crypto winter’ and said that a recovery is uncertain.

As of writing, the Ethereum price rose 1.71% to $2,292.43 on Friday, May 1, following news of Bitmine’s acquisition. Whilst Lee expects ETH price to surge as high as $250,000 in the future.

Major ONDO investor moves 89.3 mln tokens – But price barely react



Pantera Capital, a major investor in $ONDO, returned after three months of dormancy and moved assets to exchanges. Arkham data showed that Pantera Capital’s wallet moved 83.9 million $ONDO tokens worth $22.11 million.

Previously, the address received 34.28 million $ONDO, worth $42.52 million, from Ondo’s project party multisig address.

After receiving these tokens, they were then transferred to Coinbase Prime in batches. This suggests the transfer is likely in preparation for a sale.

Traditionally, selling from major market players has preceded asset price weakness. Thus, if these tokens are sold, as the previous pattern suggests, it will likely further weaken $ONDO’s price action.
