Representatives from the digital asset industry reportedly met with the Senate Banking Committee on March 23 to review a White House-backed compromise—led by Sens. Tillis and Alsobrooks—on stablecoin rewards intended to revive the stalled CLARITY Act.

The ‘Passive vs. Active’ Yield Pivot

Representatives from the digital asset industry met with the U.S. Senate Banking Committee on Monday, March 23, for a closed-door review of an agreement between the White House and a bipartisan Senate duo—Thom Tillis (R-NC) and Angela Alsobrooks (D-MD)—regarding stablecoin rewards. The deal aims to unblock the CLARITY Act after months of legislative paralysis.

The primary friction point centered on the bill’s language regarding stablecoin interest. Traditional banking lobbyists have opposed provisions that would allow stablecoin issuers to offer high-yield products, fearing a massive deposit flight from commercial banks into digital dollar equivalents.

According to reports, the new compromise establishes a strict regulatory boundary. The accrual of yield on idle stablecoin balances—where a user earns money simply for holding the token—will likely be prohibited. On the other hand, rewards tied to specific utility, such as payments, transfers, or active platform engagement, will remain permitted.

To satisfy banking concerns, Senator Cynthia Lummis (R-WY) was recently quoted stating that traditional banking terminology, including deposits and interest, would be scrubbed from the legislative text to ensure digital assets are not marketed as direct competitors to traditional savings accounts.

On March 24th, Arm launched its first self-developed data center CPU in San Francisco, marking a significant milestone in its 35-year history. This chip, named AGI CPU, features 136 Neoverse V3 cores, is manufactured using TSMC's 3nm process, has a 300W TDP, and Meta is its first customer, with large-scale deployment planned for this year. Partnerships with OpenAl, Cerebras, Cloudflare, SAP, and SK Telecom were also announced at the launch event.

Arm CEO Rene Haas presented target figures at the launch event, stating that the chip business aims to achieve $15 billion in annual revenue by 2031, with total company revenue reaching $25 billion and earnings per share of $9.

What do these figures mean? Arm's total revenue for FY2025 (ending March 2025) was $4.007 billion. According to Arm's annual report, licensing revenue was $1.839 billion, royalties were $2.168 billion, and the gross margin was 97%. In other words, a company with annual revenue of $4 billion is trying to achieve a scale approaching that of Intel's entire data center division within five years, relying solely on a new business. According to Intel's Q4 2024 financial report, Intel's DCAI (Data Center and Al) division generated $12.8 billion in revenue for the entire year of 2024.

According to a website announcement, Tether has entered a formal engagement with a Big Four audit firm for what the stablecoin issuer describes as the biggest inaugural audit of all time in financial markets. “This audit represents years of work to strengthen our systems so that Tether can meet the highest standards applied in global finance,” noted Paolo Ardoino, Tether CEO.

Tether is a cryptocurrency company that’s most popularly known for being the issuer of the stablecoin USDT. The firm’s token is the largest stablecoin in the sector by market cap and ranks third overall behind Bitcoin and Ethereum.

Over the years, Tether has faced criticism over the lack of transparency and how its stablecoin is backed. Back in 2021, the United States Commodity Futures Trading Commission (CFTC) fined the firm $41 million for falsely claiming that USDT was fully backed by US dollar reserves.

Now, with the audit, it seems the company wants to upgrade on this front. “For the hundreds of millions of people and businesses who rely on USD₮ every day, this audit is not just a compliance exercise; it is about accountability, resilience, and confidence in the infrastructure they depend on,” said Ardoino.

As for who the company that’s going to audit Tether is, the exact name is currently unknown. The announcement has just noted that it’s a Big Four firm, which means that it’s one of KPMG, EY, Deloitte, or PwC. Simon McWilliams, Tether Chief Financial Officer, noted:
