Bitcoin Scholars Fund Uses One Big Beautiful Bill Act to Fund Bitcoin and Financial Literacy

Bitcoin Scholars Fund officially launched April 15, 2026, as a 501(c)(3) Scholarship Granting Organization operating under the One Big Beautiful Bill Act, also known as Public Law 119-21, signed into law July 4, 2025.

The federal law created a tax credit scholarship program for elementary and secondary education, effective for tax year 2027, with credits claimed in 2028. It is the first federal program of its kind.

Under the program, individual donors can contribute up to $1,700 per year to a qualified SGO and receive a 100% dollar-for-dollar nonrefundable federal tax credit. Couples can contribute up to $3,400. The net cost to a donor giving the maximum individual amount is zero.
Bitcoin Scholars Fund is structured as a qualified SGO under the law. Federal regulations require SGOs to direct at least 90% of donations to scholarships. The fund says it is targeting near-100% efficiency.

Scholarship funds support eligible K-12 students attending private or participating schools, covering qualified education expenses tied to bitcoin and financial literacy programs. Scholarships are tax-free to recipients under related provisions of the law.

The Ethereum Foundation (EF) has unveiled an aggressive plan to help improve the security of apps across its mainnet. Dubbed the ‘Ethereum audit subsidy,’ the $1 million initiative brings over 20 security providers, alongside Nethermind, Areta, and Chainlink Labs.

Ethereum-based projects of all sizes will be able to access the program. According to the team, the program will enhance the broader Ethereum ecosystem security based on the principles of CROPS (censorship, resistance, open source, privacy, and security).  

Commenting on the program, Areta Market CEO Findlay Boothroyd, said 

A project that cannot defend itself puts every other guarantee at risk, and we designed this program alongside our partners to help close this gap.

The update follows a similar move by Solana Foundation’s STRIDE security program after the $285 million Drift breach. In other words, leading Layer 1 networks aren’t taking security for granted amid surging institutional interest in the sector.

Bitcoin Exchange Upbit Adds This Fan Token to Its Trading Alert List! Here Are the Details

Upbit, one of South Korea’s leading cryptocurrency exchanges, announced that it has added the SPURS token to its “trading alert” list as part of its investor protection policies.

The exchange stated in its announcement that the decision was made in accordance with the audit processes implemented within the framework of the Digital Asset Exchanges Joint Advisory Board (DAXA).

According to the statement, reviews of the SPURS/BTC trading pair revealed that the token’s market capitalization and overall performance fell short of expectations, potentially posing risks to investors. Therefore, Upbit has temporarily placed the asset under monitoring to ensure user security.

The alert period will begin on April 16, 2026 at 17:30 and continue until July 16, 2026. During this time, the token’s status will be examined in detail, and a decision will be made on whether to continue trading support. The alert may be lifted, the period extended, or the token may be delisted entirely.

As part of the decision, deposit transactions for the SPURS token have also been temporarily suspended. Officials warned that deposits made after the specified date may not be reflected in user accounts and may be difficult to recover.

Upbit emphasized that it will continue to take steps to protect investors in line with its principles of regular auditing and transparency. Experts note that such warning decisions are generally aimed at increasing market discipline against high-risk assets.

Goldman Sachs: A Different Kind Of Bitcoin Play
Goldman Sachs has filed paperwork with the Securities and Exchange Commission for a Bitcoin Premium Income ETF, a fund designed to give investors Bitcoin exposure while generating regular income through options trading.

The bank plans to put at least 80% of the fund’s assets into products tied to Bitcoin’s price — including shares of existing spot Bitcoin ETFs and options on those funds — rather than buying Bitcoin outright.

To produce income, Goldman intends to sell call options on Bitcoin ETF holdings at a premium. That strategy lets the fund collect fees from options buyers. The tradeoff is a cap on how much upside investors can capture if Bitcoin’s price shoots higher.

The Second Bank To Make A Move
Goldman’s filing comes on the heels of a similar push from Morgan Stanley, which launched its own spot Bitcoin ETF last week — making it the first bank-issued Bitcoin ETF on record.

Goldman Sachs is now the second major bank to enter this space, though its product takes a different approach. Morgan Stanley went the direct route with a spot fund. Goldman is building around options and indirect exposure.

The filing landed as Bitcoin was already making a move. The leading cryptocurrency climbed as high as $76,000 on the day Goldman’s registration statement was submitted to the SEC, before pulling back to around $75,000.

Goldman Sachs: What The Filing Covers
According to the SEC document, the fund may hold spot Bitcoin ETF shares and Bitcoin ETF options directly. Goldman noted in its prospectus that the fund’s income-generating mechanism centers on selling covered call options against those holdings.

Within 72 hours, several on-chain metrics flagged as red drivers have flipped, fueling the market resurgence. At the time of writing, Bitcoin trades under $75,000 with bulls attempting to break the mark.
The Bull Score Index has pumped new momentum to traders looking to steer Bitcoin’s course. After months in the red zone, the metric is now at the highest level since October 2025. Within 12 hours, it surged above 40, entering neutral territory. 

On-chain analysts explained the possible implications when viewed in a broader context. The BSI coincides with a price uptick above $74,000, pointing to a gradual improvement in trading conditions. In October, Bitcoin was relatively bullish as investors ramped up assets for crypto treasuries and other offerings. 

This is a stark contrast to present conditions, as the metric crept above 40 once more. Bulls opine a gradual recovery following weak momentum and risks that liquidate retail and institutional traders. While in neutral levels and different from the Q4 2025 uptick, the charts don’t show clear signs of weakness. 

In addition to the BSI metric, other on-chain factors have supported a price rebound over the past few months. Bitcoin trading volume has constantly exceeded the altcoin trading volume threshold for two months. Furthermore, short-term holders might be selling into the top crypto rise, allowing larger holders to pick up assets toward long-term gains.

Historically, a crypto rebound has been driven by multiple strategies at different investor levels. Retail and short-term traders tend to seek early profits to hedge prior losses, while whales absorb those positions.

Dormant Bitcoin Whale Springs to Life after 14 Years, Moves 1,000 BTC as Price Flirts With $75,000
Bitcoin (BTC) held steady on Thursday after a turbulent week that saw broader weakness across the crypto market.

Notably, over the past week, the world’s largest cryptocurrency surged by nearly 4%, resisting persistent selling pressure that weighed heavily on several major digital assets.

Amid this surge, big players seem to be starting to participate with this particular dormant whale, who has bounced back to life after 14 years.

According to data from on-chain analytics firm Lookonchain, the wallet, known as “15MZvK”, had been inactive for more than 14 years before suddenly becoming active approximately eight months ago.

The whale has been gradually reducing its holdings since that time. The whale transferred 1,000 BTC, valued at approximately $74 million, in a matter of minutes.
Despite the sizable transfer, the wallet still holds approximately 1,833 BTC, worth more than $135 million at current prices, suggesting potential for further developments.

The reinstatement of such an early-era wallet has sparked speculation that more long-dormant coins could return to the market, which could increase selling pressure as Bitcoin nears the $75,000 psychological level.

Additionally, data from the intelligence firm Arkham show that BlackRock’s spot Bitcoin ETF, iShares Bitcoin Trust, recorded the largest inflows among its peers last week. Over $612 million in Bitcoin was reportedly generated by the fund during five consecutive trading days.

However, not all ETF investors are in profit. The average entry price for IBIT holders is close to $89,000, leaving them with unrealized losses of approximately $12 billion. Bitcoin’s recent lows have highlighted the growing gap between long-term institutional trust and short-run market instability.
