A group of central banks, international institutions, and financial firms contributed to a Global Layer One (GL1) white paper on programmable compliance for tokenized financial assets. The paper examines how compliance controls can be embedded into regulated digital-asset transactions.

Contributors to the paper include Banque de France; the International Monetary Fund (IMF); Kinexys by J.P. Morgan, the bank’s blockchain and digital-assets division; the Monetary Authority of Singapore (MAS); and Standard Chartered.

Additional input came from Bermuda, a privacy protocol for regulated digital assets, as well as the BIS Innovation Hub, the innovation arm of the Bank for International Settlements (BIS); Chainlink Labs, a blockchain infrastructure provider; GLEIF, the Global Legal Entity Identifier Foundation; and other industry participants.

“For regulated institutions, full public-chain transparency is often incompatible with commercial confidentiality and client privacy,” the announcement by Bermuda states. The company said its contribution to the GL1 paper focuses on privacy-preserving compliance tools that allow asset- and transaction-level policies to be enforced in private digital-asset activity. Bermuda noted:

“Every transaction can expose counterparties, amounts, and asset types. But the alternative, full opacity, can leave issuers and regulators with blunt enforcement tools.”

“When action is required, the only available lever may be to freeze an entire pool, affecting compliant funds and legitimate users alongside illicit activity,” the announcement adds.

The timing has once again brought attention to whether the crypto market could be heading into another major liquidation cascade in Q3. On the macro side, continued volatility around a potential U.S.-Iran peace deal is keeping investors on edge, with early bearish signals already starting to emerge.

According to Lookonchain data, a newly created wallet, 0x2558, deposited 4.24 million USDC into Hyperliquid and opened a 10x long position on oil, with a liquidation level around $71. From a technical perspective, oil has been consolidating around $80 for more than 72 hours. However, zooming out, prices have remained in a clear downtrend since May. Franklin Templeton closes 250 Digital acquisition deal and sets up new Franklin Crypto divisionThe $1.7 trillion asset manager Franklin Templeton is establishing a new dedicated active crypto investment management arm through acquisition of 250 Digital.

Franklin Templeton has established Franklin Crypto to offer institutional investors actively managed cryptocurrency strategies the asset manager said in a statement.

The San Mateo, California-based asset manager first announced the acquisition and the new crypto division in April as part of its increasing push into digital assets. It has not disclosed financial terms of the deal

The new division will combine the investment capabilities of the former 250 Digital team with Franklin Templeton’s global distribution. Franklin Templeton will also invest its own capital into these liquid strategies as part of the closing agreement.

The new unit absorbs the entire 250 Digital investment team, alongside all liquid cryptocurrency strategies they previously ran under CoinFund, according to the statement.

Crypto industry veterans Christopher Perkins and Seth Ginns will co-lead the new division. Perkins will serve as Head of Franklin Crypto and Chief Investment Officer respectively.
