According to the company’s assessment, a significant portion of Bitcoin’s past bear markets coincided with periods when the US Dollar Index (DXY) recovered from its lows and entered an upward trend. Analysts emphasized that risky assets generally come under pressure during periods when the dollar gains strength in global markets, and Bitcoin is significantly affected by this situation.

Treasury Sanctions Three Individuals and Six Entities for Routing Crypto to ISIS


The U.S. Treasury's Office of Foreign Assets Control designated three individuals and six entities on June 22 for facilitating financial transactions on behalf of the Islamic State of Iraq and Syria, targeting a network that used money service businesses and cryptocurrency to move ISIS funds across Europe, the Middle East, and West Africa.

The action covers a Syria-based bitcoin exchange, two Turkish money services firms, three Nigerian currency bureaus, and the individuals who own or operate them. OFAC identified two TRON blockchain addresses linked to a French national designated for conducting transactions with ISIS affiliates and providing explosives-related instructions to ISIS supporters.

Bitcoin Xchange's Syria-to-Europe Pipeline

Abdelhakim Boukich, a former Dutch national now based in Syria, was designated for establishing and directing Bitcoin Xchange, a Syria-based money service business. According to the Treasury press release, Boukich and Bitcoin Xchange transferred money on behalf of ISIS associates from multiple countries, including Norway, Belgium, the Netherlands, South Africa, and the United States. The SDN listing notes Boukich is also known as "Abu Sulayman Alholandi" and "Muhammad Babili."

Two Turkish MSBs, Spider Gayrimenkul Ve Genel Ticaret Limited Sirketi and Alkaram Danismanlik Gayrimenkul Ic Ve Dis Genel Ticaret Limited Sirketi, were also designated. Both are owned and controlled by Mohamad Alhmidan, previously designated by OFAC for facilitating logistical and financial support for ISIS and helping foreign terrorist fighters. Spider originated as a hawala operating in Syria, transferring money from ISIS-controlled territory to other regions; Alkaram operates as a front for Spider.

A new analysis from the Korea Institute of Finance suggests that even if nine out of ten merchants in South Korea were to accept a won-backed stablecoin, actual transaction usage would likely plateau at just 4.4%. The finding, reported by Money Today, underscores the gap between infrastructure availability and consumer adoption in the digital currency space.

Adoption vs. Usage: A Critical Gap

The report projects that a 90% merchant acceptance rate would lead to an 18.5% adoption rate — meaning roughly one in five customers would register and hold the stablecoin in a digital wallet. However, the actual usage rate for payments would drop sharply to 4.4%. In practical terms, this means that even with near-universal availability, only about four out of every 100 customers would use the stablecoin for transactions.

The study highlights a recurring challenge in the digital payments industry: registration does not equal active use. Consumers may hold stablecoins for speculative purposes, as a store of value, or due to inertia, but converting that holding into routine transactional behavior remains a significant hurdle.

Implications for South Korea’s Digital Currency Strategy

South Korea has been a notable testbed for digital currency innovation, with the Bank of Korea actively exploring a central bank digital currency (CBDC) pilot program. The findings from the Korea Institute of Finance suggest that simply ensuring merchant acceptance is insufficient to drive widespread stablecoin usage. Behavioral factors, such as consumer trust, convenience, and existing payment habits, play a decisive role.
