Global Institutions Publish Tokenized Asset Compliance Blueprint

A group of central banks, international institutions, and financial firms contributed to a Global Layer One (GL1) white paper on programmable compliance for tokenized financial assets. The paper examines how compliance controls can be embedded into regulated digital-asset transactions.

Contributors to the paper include Banque de France; the International Monetary Fund (IMF); Kinexys by J.P. Morgan, the bank’s blockchain and digital-assets division; the Monetary Authority of Singapore (MAS); and Standard Chartered.

Additional input came from Bermuda, a privacy protocol for regulated digital assets, as well as the BIS Innovation Hub, the innovation arm of the Bank for International Settlements (BIS); Chainlink Labs, a blockchain infrastructure provider; GLEIF, the Global Legal Entity Identifier Foundation; and other industry participants.

“For regulated institutions, full public-chain transparency is often incompatible with commercial confidentiality and client privacy,” the announcement by Bermuda states. The company said its contribution to the GL1 paper focuses on privacy-preserving compliance tools that allow asset- and transaction-level policies to be enforced in private digital-asset activity. Bermuda noted:

“Every transaction can expose counterparties, amounts, and asset types. But the alternative, full opacity, can leave issuers and regulators with blunt enforcement tools.”
When action is required, the only available lever may be to freeze an entire pool, affecting compliant funds and legitimate users alongside illicit activity,” the announcement adds.

 Ethereum has added a new independent research organization backed by Joe Lubin, Bitmine, and Sharplink, bringing together five former Ethereum Foundation researchers.

According to an announcement from Ethlabs, the newly launched nonprofit research group has secured support from Bitmine, Sharplink, Anchorage, Octant, SNZ, and other Ethereum ecosystem

participants.

The organization did not disclose how much funding it has received.

Founded by former senior Ethereum Foundation researchers Ansgar Dietrichs, Barnabé Monnot, Caspar Schwarz Schilling, Josh Rudolf, and Julian Ma, Ethlabs has been created as an independent institution focused on technical research for the Ethereum network. The group said its work will cover areas including settlement speed, network capacity, native asset issuance, cross-chain interoperability and Ethereum's monetary design.

The launch comes as Ethereum's development ecosystem increasingly relies on independent organizations alongside the Ethereum Foundation.

Blockchain payments company Ripple has managed to secure preliminary regulatory approval to expand its services across the European Union. The company announced Tuesday that it had received a Crypto Asset Service Provider (CASP) license approval from Luxembourg’s financial regulator, the Commission de Surveillance du Secteur Financier (CSSF).The approval is yet to be finalized (it remains subject to final administrative conditions).

Ethereum is seeing strong network growth, and a new Etherealize breakdown of Token Terminal’s Ethereum Q1 2026 performance report explains why. Even though lower fees might look negative at first, they’re actually part of Ethereum’s plan to make the network cheaper and easier to use.

That strategy seems to be working. Over the past year, monthly active users jumped 85.9%, transactions rose 81.5%, and network throughput increased 81.7%, showing much higher overall activity. And the growth isn’t slowing down. 

The upcoming Glamsterdam upgrade is expected to more than triple the gas limit, while Ethereum’s long-term roadmap aims for 10,000 TPS and faster finality by 2029.

Record User Growth on Ethereum
One of the biggest highlights was user activity.

Based on the report, monthly active users reached an all-time high of 13.2 million, up 53.5% from the previous quarter and nearly 86% compared to a year ago. Whereas, the transaction count hit a record 200.4 million, while network throughput climbed to 25.78 transactions per second.

At the same time, Ethereum layer-1 fees dropped to $39.9 million, down nearly 48% quarter-over-quarter. The decline came as network upgrades made transactions cheaper and increased data capacity.

In simple terms, more people are using Ethereum while paying less to transact.

Momentum built and strengthened each time the price returned to previous support levels. Moreover, buyers successfully defended their recent breakouts into early June with a sharp reversal of trend when they rejected the price action at $0.4792.

After the sharp decline, the price moved to find support around $0.328 and then began an upward march through the resistance zone of $0.398.

Since then, in the 4-hour chart, price has been consolidating within a range as the volume declines. This implies supply exhaustion rather than aggressive distribution. At the time of writing, the AI token had hiked by 8% in the last 24 hours and was trading at $0.3713.

Meanwhile, RSI recovered to 53.2 after cooling from overbought readings above 80, suggesting momentum has reset without breaking structure. As $SKYAI presses against resistance near $0.398-$0.41, a breakout could reopen the path toward $0.4792. Yet another rejection would shift attention back to $0.34 and the critical $0.3286 support zone.$SKYAI’s Open Interest (OI) in tandem with the price during its June mid-rally. This indicates how much speculative longs may have contributed to this recent run.

As the OI peaked at approximately $173 million on the 17th of June, it was primarily due to the speculation regarding Forward Industries potential buyout and the push toward the June peak at $0.4792. This implies that most of the speculation has since been flushed out.

At press time, it sat near $120 million, or down about 30.4%, compared to the all-time June high.

Meanwhile, the price continues holding near $0.37-$0.39 rather than collapsing alongside OI. That distinction matters because falling OI with stable price action often signals a leverage reset rather than ag
