The United States is moving closer to a nationwide ban on Central Bank Digital Currencies (CBDCs) after the House of Representatives passed the 21st Century ROAD to Housing Act with overwhelming bipartisan support. The legislation, which primarily focuses on housing affordability, includes a provision that would prohibit the Federal Reserve from issuing or creating a CBDC or any substantially similar digital asset until December 31, 2030.

The bill passed the House by a vote of 358-32 after previously clearing the Senate with an 85-5 vote. It now awaits President Donald Trump's signature, which is widely expected. If signed into law, the measure would mark one of the most significant policy actions against CBDCs by a major economy.

Supporters of the ban argue that a government-issued digital currency could increase financial surveillance and undermine individual privacy. Many cryptocurrency advocates have long opposed CBDCs, claiming they contradict the decentralized principles that inspired the creation of Bitcoin and other digital assets.

Notably, the legislation makes an exception for private stablecoins, allowing dollar-denominated digital currencies that are open, permissionless, and privacy-focused. This distinction highlights the growing preference among some lawmakers for private-sector innovation over government-controlled digital money.

The CBDC prohibition is based on provisions from the Anti-CBDC Surveillance State Act, previously introduced by Representative Tom Emmer. While earlier efforts stalled in Congress, the language has now been incorporated into broader legislation with a significantly greater chance of becoming law.

Crypto isn't the problem with the US economy, says senatorCody Carbone, CEO of the cryptocurrency advocacy group The Digital Chamber, received a largely muted response to his testimony at a Senate Banking Committee hearing on affordability.

In a Tuesday hearing titled The Affordability Agenda, Carbone said that the digital asset industry could help solve affordability problems in the United States, including through faster and cheaper transactions, putting "competitive pressure" on existing payment systems, and reducing barriers to "owning and transferring assets."

However, the majority of lawmakers present did not question Carbone directly or inquire about digital assets, with the exception of Indiana Senator Tim Banks and Louisiana Senator John Kennedy. Banks asked the Digital Chamber CEO about the costs related to foreign remittances compared to US dollar-pegged stablecoins, while Kennedy largely dismissed Carbone's testimony.

"Mr. Carbone, you seem to be here to promote cryptocurrency," said Kennedy. "I love cryptocurrency, but I don't think that's the problem with our economy."
