Blockchain analytics company Chainalysis has filed a lawsuit against the U.S. government over a decision by Immigration and Customs Enforcement (ICE) to award a contract to competitor TRM Labs without a competitive tender.
On July 27, Chainalysis Government Solutions filed a complaint with the U.S. Court of Federal Claims. The corresponding petition became publicly available on Sunday through the CourtListener service's RECAP archive.
The federal contract notice lists the contract value at approximately $94.6 million; it includes forensic analysis software and investigative support services for Department of Homeland Security operational teams. The contract is for one year – from July 1, 2026, to June 30, 2027.
Chainalysis stated that ICE's decision was "arbitrary, capricious, and unreasonable." The company reported that it had submitted a description of its capabilities in response to ICE's notice of intent to procure forensic analysis software and support services from TRM.
Both companies provide blockchain analytics tools that government agencies use to track cryptocurrency transactions and investigate crimes.
According to the petition, the complaint remains under seal because it contains confidential and proprietary information from Chainalysis, as well as trade secrets. On July 31, the court granted Chainalysis permission to keep the complaint sealed.
TRM filed a motion to intervene in the case on July 28. The court scheduled the filing of responses from the government and TRM for Friday, with oral arguments set for September 2. The government requested a decision by September 10. The publicly available documents do not detail the specific objections from Chainalysis or the legal remedy being sought.
TRM Labs declined to comment. Chainalysis and ICE did not respond to requests for comment prior to publication.
