CLARITY Act Deadline Shapes May Outlook
The key date sits on May 21, when the Senate calendar starts to narrow. After that Memorial Day deadline, senators enter a weeklong recess, leaving limited working time for the bill. From there, the calendar tightens further. The Senate has three working weeks each in June and July, one in August, and then a five-week recess until September 14.
October also falls out of reach because of midterm campaigns. Daodu said a missed markup before May 21 would leave the bill with slim odds of advancing in 2026. Five steps still stand between the bill and the president's desk. After committee markup, the bill needs a 60-vote Senate floor vote and reconciliation with the Senate Agriculture Committee's versionlt also needs reconciliation with the House-passed CLARITY Act before President Trump can sign it. The floor process alone could take two to three weeks. Polymarket odds reflect that pressure. The market priced the bill's 2026 passage at 64% in mid-April, before dropping to 46% today.

At the center of the discussion is David Schwartz, former CTO of Ripple, who has pushed back strongly against these ultra-bullish claims. Rather than fueling speculation, Schwartz has taken a more grounded stance, arguing that current market dynamics simply don’t support such extreme price targets.
His reasoning is straightforward: if serious, well-capitalized investors believed there was even a small chance—say 1%—that XRP could hit five digits within the next decade, the price wouldn’t still be hovering around $1. It would already be significantly higher. In other words, the market itself is a reflection of collective expectations.
Still, not everyone is convinced.
Some community members have suggested that Schwartz might be restricted by a non-disclosure agreement (NDA), preventing him from speaking freely about XRP’s true potential. He addressed this directly, stating clearly: “I would never lie.” He rejected the idea that he’s under any kind of “gag order” and emphasized that his views are his own.
This isn’t the first time Schwartz has had to respond to conspiracy theories. He has repeatedly clarified that Ripple does not have a hidden mechanism to suddenly pump XRP’s price. While the company may not disclose every detail publicly, he insists there’s no secret plan being kept from investors.
Adding to his credibility, Schwartz has openly shared his own experience with XRP. He revealed that he began selling portions of his holdings as early as $0.10, because at the time, even modest price increases felt unlikely. It’s a reminder that even insiders don’t have perfect foresight—and that markets rarely move based on belief alone.

BlackRock urges OCC to drop tokenized reserve cap idea, expand eligible assets in GENIUS Act comment letter
BlackRock filed a comment letter Friday urging the OCC to scale back several proposed reserve asset restrictions in its draft rules implementing the GENIUS Act.

The world’s largest asset manager opposed a potential 20% cap on tokenized reserve assets, a constraint that would limit products like its BUIDL fund, which backs more than 90% of Ethena’s USDtb and Jupiter’s JupUSD.

BlackRock also asked the agency to confirm that Treasury ETFs qualify as reserves and to add two-year Treasury floating-rate notes to the eligible asset list.

BlackRock submitted a comment letter Friday to the Office of the Comptroller of the Currency pushing back on several proposed reserve asset restrictions in the agency's draft rules implementing the GENIUS Act.

The 17-page response landed on the final day of the OCC's 60-day comment window, which opened when the proposal was published in the Federal Register on March 2. The agency posed more than 200 questions worth of feedback prompts spanning reserve composition, capital, custody, and the yield ban.

BlackRock's submission focuses on the rules governing permitted payment stablecoin issuers, or PPSIs, the federally chartered entities authorized to issue stablecoins under the law signed by President Trump last July.

The most pointed ask: BlackRock urged the OCC not to impose a quantitative cap on tokenized reserve assets, which the agency had floated at a possible 20% threshold. The firm called such a limit "extraneous" to the OCC's objectives and argued that risk profiles are driven by credit quality, duration, and liquidity, "not whether the asset is held or transferred on a distributed ledger."
