Wyoming demonstrates that state leadership is an ongoing process; even after a bitcoin investment proposal failed, it advanced other innovations like launching the first U.S. state-issued stable token. In contrast, federal progress remains slow, with the CLARITY Act stalled in the Senate despite committee approval.
