For years, the global crypto ecosystem viewed South Korea through the lens of a single, extremely volatile phenomenon: the "kimchi premium." It was a market defined by sleepless retail day traders pushing token prices to extreme markups compared to global averages. Today, that picture is rapidly fading into the past.
The driving force behind this shift is Andrew Park, CEO of Factblock and organizer of Korea Blockchain Week. Park, who has two decades of experience in traditional finance before transitioning to Web3, previously held senior positions at Seoul Guarantee Insurance, Woori Card, JPMorgan Chase, Visa, and American Express.
From his vantage point at the intersection of traditional banking and digital assets, South Korea is gradually shedding its image as a speculative "sandbox" for retail investors and transforming into a hub and proving ground for institutional digital finance.
According to Park, the most vivid evidence of Korea's evolution is to be found not in exchange trading volumes, but in the questions coming from abroad into boardrooms.
"Just a few years ago, global companies coming to Korea were mostly interested in tokens, exchanges, and market prices," said Park. "Today the questions are different. International financial institutions and companies are interested in asset custody, tokenization, stablecoins, payments and settlement infrastructure, regulation, and how to enter the Korean market. I believe the very fact that the nature of the conversation has changed is an important signal that the nature of the market is also changing."
This shift reflects a fundamental change in how global capital perceives the region. Where international projects once saw Seoul as a highly liquid venue for listing assets and offloading inventory to retail buyers, global banks, custodians, and asset managers now see the country as a jurisdiction ready for deploying corporate-grade projects. The dialogue has moved from speculative returns to questions of market access, compliance with legal frameworks, and institutional custody services — the structural underpinnings of traditional capital markets.
The Quiet, Meticulous Work of Back-Office Infrastructure
While crypto markets are routinely fed by loud regulatory headlines and sudden speculative surges, Park emphasizes that true institutionalization isn't born in volatile rallies. On the contrary, it is built through quiet, unglamorous toil — the methodical, step-by-step resolution of back-office issues, regulatory compliance, and market infrastructure development.
"Institutional markets aren't created by one big announcement," Park said. "They emerge when the less exciting questions, like account access, asset custody, payments and settlements, accounting, and regulatory compliance, start getting addressed one by one. In Korea, these foundations are now beginning to develop in tandem."
This unglamorous "plumbing" is being created on many regulatory and policy fronts. For example, the Financial Services Commission has developed a framework for opening corporate virtual asset accounts for roughly 3,500 listed companies and registered professional investors.
Furthermore, the National Assembly has officially adopted amendments to the Electronic Securities Act and the Capital Markets Act, bringing tokenized real-world assets and security tokens under a unified regulatory framework. For its part, the Bank of Korea has completed initial testing of its real-deposit tokenization initiatives — under the 'Hangang' project — paving the way for a second phase of institutional testing.
Rather than waiting for a single comprehensive digital asset law, South Korea is creating institutional-grade liquidity by tackling complex back-office questions: legally final settlement, accounting definitions, and institutional custody.
Park's experience at JPMorgan Chase, Visa, and Samsung Card gives him a nuanced understanding of the friction points slowing convergence between Wall Street, Yeouido (Seoul's financial district), and Web3. While crypto founders often see traditional banks as technologically incompetent or deliberately slow, Park notes that banking software is built upon a fundamentally different set of operational priorities.
"The crypto side often misunderstands banks. Banks aren't slow simply because they don't understand technology," Park explained. "In traditional finance, what often matters most isn't the 99% of transactions that go through smoothly, but what happens with the remaining 1%. Who is liable in case of fraud? What happens when a payment fails? How is capital and liquidity management handled? What needs to be reported to regulators? All these questions must be built into the system from the ground up."
The 'Machine-to-Machine' Economy: AI Meets On-Chain Settlement
Conversely, traditional financiers often suffer from the opposite form of "tunnel vision": they evaluate digital assets solely through the lens of price volatility. By focusing exclusively on market risk, traditional institutions often overlook the systemic utility of 24/7 global settlement networks, programmable money, and smart contract-based clearing architectures.
In Park's view, the future of institutional finance in Korea belongs neither to Web3 startups trying to replace traditional banks, nor to conservative financial institutions ignoring public blockchains. Instead, it belongs to the "bridges" capable of managing that 1% failure rate directly on-chain.
Looking beyond bank-issued tokenized securities and stablecoins, Park sees the next significant phase of South Korea's development being shaped at the intersection of artificial intelligence (AI) and programmable infrastructure.
"What interests me most is the infrastructure needed for a 'machine-to-machine' economy, specifically an environment where AI agents can autonomously transact and make payments," said Park. "If an AI agent needs to pay another agent or for a service, it will need a wallet and a method of payment... In an environment where a large number of AI agents are acquiring data, consuming compute resources, and making micro-payments in real-time, there may be areas where existing payment infrastructure becomes inefficient. This is one reason why stablecoins and on-chain payments could become important use cases."
This theoretical shift is already undergoing early-stage testing. In technical experiments related to the Bank of Korea's initiatives, researchers tested AI agent models using wholesale deposit tokens to execute automated conditional transactions. With near-ubiquitous high-speed internet access, high digital literacy, and active investment in both Web3 infrastructure and AI development, South Korea holds a unique position.
The next phase of the Korean market's development won't just be about institutional traders buying digital assets — it will be about autonomous software agents using on-chain settlement mechanisms as their primary monetary network.
