Киргизия вводит концепцию государственного крипторезерва в новом законопроекте

Киргизия, один из ключевых игроков на крипторынке Центральной Азии, внёс законопроект о создании государственного крипторезерва и поддержке развития индустрии цифровых активов в целом.

Киргизские законодатели приняли поправки к законопроекту «О виртуальных активах» сразу в трёх чтениях, официально закрепив такие термины, как «государственный крипторезерв» и «государственный майнинг», сообщил парламент в среду.

Законопроект, представленный министром экономики и торговли Бакытом Сыдыковым, затрагивает различные аспекты внедрения криптовалют в Киргизии, включая создание правовой основы для выпуска и обращения стейблкоинов, токенизированных реальных активов (RWA) и государственных операций в этой сфере.

«Криптовалютный резерв позволит государству накапливать собственные активы в криптовалютной форме посредством майнинга криптовалют, а также токенизации реальных активов и выпуска стейблкоинов, обеспеченных фиатной валютой», — заявил министр на заседании комитета ранее на этой неделе.

Криптовалютный резерв как инструмент повышения финансовой стабильности

По словам Сыдыкова, государственный криптовалютный резерв поможет Киргизии повысить финансовую стабильность за счет диверсификации и внедрения новых инструментов накопления.

Он также отметил, что правительство не будет освобождено от тарифов на майнинг, установленных государством в ответ на опасения по поводу возможных проблем с энергоснабжением Киргизии.

«В стране действует отдельный тариф на майнинг, и государство не является исключением. На ТЭЦ не будет фермы, поскольку основная цель ТЭЦ и Камбар-Аты-1 не майнинг», — заявил Сыдыков на заседании в понедельник.

Разные активы

После парламентских чтений законопроект ещё не подписан президентом Киргизии Садыром Жапаровым, который всего несколько месяцев назад подписал закон о цифровой валюте центрального банка (CBDC).

Согласно законопроекту, потенциальный криптовалютный резерв Киргизии будет состоять не только из чистых криптовалютных активов, таких как биткоин, а будет представлять собой комбинацию цифровых активов, принадлежащих государству.

«Государственный криптовалютный резерв — это совокупность виртуальных активов, принадлежащих государству и формируемых путём их майнинга, эмиссии, токенизации и приобретения», — говорится в тексте законопроекта.

«Порядок формирования, хранения, управления и использования криптовалютного резерва определяется Президентом Киргизии».

Действия Киргизии по созданию государственного резерва криптоактивов совпали с активным изучением аналогичных инициатив в соседних странах, таких как Казахстан.

В понедельник президент Казахстана Касым-Жомарт Токаев призвал правительство сосредоточиться на развитии криптовалют и искусственного интеллекта в стране, включая работу над потенциальным стратегическим резервом криптовалют.
