U.S. Treasury Department proposes GENIUS Act stablecoin rule
The U.S. Department of the Treasury has taken another big step toward implementing the new stablecoin law, proposing federal definitions on what it means to issue U.S. stablecoins and who needs to follow the rules set out in the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act, even as the law's deadlines are fast approaching.

The department is among several government entities and agencies that must put rules in place before the stablecoin industry's U.S. law is in full effect, also including the banking and markets regulators.

Treasury Secretary Scott Bessent said Monday the administration is trying to move quickly to put the rules in place "as we work to provide the regulatory certainty businesses need to innovate and grow in America, cement the role of the U.S. dollar as the world’s reserve currency, and keep America the crypto capital of the world," according to a statement.

The proposal said the department tried to treat stablecoins as a new arena, though it studied established securities laws as a reference point, with their "longstanding legal regimes that address the issue, offer, and sale of other financial instruments, such as securities, including offshore activities."

However, the proposal notes, "Treasury believes that the Act evinces a clear intent for payment stablecoins to serve as an effective means of payment and settlement, including across borders, and application of traditional investment rules to payment stablecoins may frustrate that goal."

Monday's action is a follow-up to the Treasury advance notice of the rule, which it issued in September of last year on what was meant to be a tight timeline.

Ethereum’s Vitalik backs Bitcoin-inspired scaling model

Ethereum co-founder Vitalik Buterin credited Bitcoin developers on Aug. 16 for work on Utreexo while describing a proposed Ethereum scaling direction that could combine UTXO-style state, conventional dynamic state and models between the two.

In an X post, Buterin called it the “current proposed Ethereum scaling strategy,” making clear that the architecture remains under development.Buterin said the goal is to let most Ethereum activity scale much further without sacrificing decentralization, censorship resistance or ease of running nodes. BitMart Users Await Clarity as Repayment Plans and Exchange Shutdown Raise Major Questions

The situation surrounding BitMart has become one of the most closely watched developments in the crypto exchange industry, particularly for users who still have assets or funds on the platform.

BitMart has announced an orderly wind-down of its trading platform after nearly nine years of operation. The exchange says the decision followed an evaluation of its operating conditions, the market environment and its future strategic direction.

However, for customers, the most important question is not simply when BitMart will stop trading. The bigger question is how and when users will receive access to their remaining funds and whether the proposed repayment process will be completed smoothly.

BitMart has already suspended new registrations, deposits and new trading activity. Spot and futures trading is scheduled to end on August 26, 2026, while the company plans to formally cease platform operations on January 31, 2027.

The exchange has said that withdrawals will remain available and has urged users to close positions and submit withdrawal requests before the August 26 deadline.

This situation puts enormous importance on the company's repayment and withdrawal procedures. Users need clear information about how outstanding balances will be handled, what verification procedures may apply and how long withdrawals will take.

BitMart has also warned users about potential additional identity, source-of-funds, sanctions and security reviews during the withdrawal process. The company has specifically warned users not to pay anyone claiming to offer an expedited withdrawal or account-unfreezing service.

XRP Biggest Problem Isn’t Utility, but Value Capture, Altcoin Daily Founder Says

XRP long-standing investment narrative has centered on its real-world utility, particularly in payments, liquidity, and cross-border finance.

However, questions remain about how much of the value created by the XRP Ledger actually benefits XRP holders.

On X, Erin Lane raised this issue, referring to comments from Altcoin Daily founder Aaron Arnold on the Milk Road podcast with John Gillen.

Lane’s point is that XRP’s problem may not be a lack of real-world use. Instead, the bigger issue is that there is no clear link between the growth and revenue of the XRP Ledger and demand for the XRP token itself.

Arnold said Hyperliquid uses much of its revenue to buy back HYPE, its native token. This creates a more direct link between the success of the network and the value of its token.

Arnold said this differs from XRP and Solana, adding that he would like to see more networks adopt a similar approach.

Indeed, the XRP Ledger is seeing growing activity, but the key question is whether that growth will also increase demand for and create value for XRP.

“My views on Ripple and XRP: I’m insanely bullish on the company, but the coin just hasn’t really done anything since 2017 or before,” Altcoin Daily founder said.

Arnold Compares XRP With Ripple
Arnold also distinguished Ripple from XRP. He said he has long been very positive on Ripple as a company but has questioned whether XRP can capture the value created by the broader ecosystem.

Arnold made a similar point about Chainlink and Ethereum. He suggests that networks can focus on adoption first and add mechanisms that allow the token to benefit later.
