Monaco’s government has submitted a bill to its legislature to overhaul the Principality’s legal framework for crypto‑asset service providers, citing rapid growth in the digital finance sector and shifting international standards. Bill No. 1131 was formally submitted to the National Council on Aug. 6. If approved, it would replace the regime enacted in 2022 and align Monaco’s regulations more closely with the European Union’s Markets in Crypto‑Assets Regulation (MiCA) and standards set by the Financial Action Task Force (FATF).

Under Law No. 1.528, passed in July 2022, crypto‑asset and digital‑asset services were divided into two regulatory tracks based on activity. Asset issuance and operational services required approval from the State Minister, while investment services involving crypto assets required authorization from the Commission de Contrôle des Activités Financières (CCAF).

The regime also required service providers seeking licenses to establish a registered company in Monaco, and foreign firms were explicitly prohibited from soliciting Monegasque residents through unsolicited marketing.

The new legislation more clearly defines which crypto‑asset services may legally operate in Monaco and introduces stricter operational requirements covering corporate governance, prudential safeguards and professional‑conduct standards. Under the proposed rules, providers must obtain prior authorization from the CCAF.

According to a local report, licenses would only be granted after joint reviews by the Autorité Monégasque de Sécurité Financière and the Agence Monégasque de Sécurité Numérique. The measure also expands the CCAF’s supervisory and enforcement powers. Government officials said the enhanced oversight aims to strengthen regulatory compliance and prevent money laundering

Reclaiming the 50-, 100- and 200-week EMAs would provide stronger evidence that the token’s long-term downtrend is ending. Failure to clear them could lead to fresh pullbacks even after a breakout above $105.

The Federal Reserve added approximately $5.179 billion to bank reserves through a scheduled Treasury bill purchase settling Wednesday. Social media described the transaction as money entering the U.S. economy. Yet the operation mainly supports the Fed’s control of short-term interest rates. It does not send cash directly to households, companies, or financial markets.That distinction matters for Bitcoin and other risk assets. The purchase creates reserve balances, but its scale and purpose differ sharply from quantitative easing. Traders must separate routine balance-sheet management from a broader policy shift. The former can ease money-market conditions, while the latter can reshape yields, the dollar, and asset valuations.The New York Fed accepted $5.179 billion of bills on August 11. Dealers submitted $52.383 billion. Settlement occurred on August 12. The operation covered bills maturing between September 10 and December 10.

The Desk buys those bills in the secondary market and credits reserve accounts used by participating banks. Economically, the transaction exchanges one short-term government asset for central-bank reserves. It increases reserves when it settles, although only banks can hold those balances directly.

This operation formed part of a previously announced monthly plan, rather than an emergency action. From July 14 through August 13, the Desk planned $17.6 billion of reinvestment purchases. It also scheduled another $10 billion of reserve-management purchases.

The Fed started reserve-management purchases in December 2025 after judging reserves had reached an ample level. Currency growth, Treasury account changes, and other Fed liabilities can drain reserves from banks. Regular purchases offset those pressures and help keep overnight rates near the Federal Open Market Committee’s target

Bitcoin Price May Be Battered, but Structural Adoption Story Still Intact: GrayscaleBitcoin’s price has shown signs of stabilizing after a rough stretch, but even setting aside where prices go in the near term, asset manager Grayscale says adoption of the cryptocurrency over the medium and long run remains largely unchanged.

The reason: continued, unsustainable growth in government debt as a factor that keeps inflation and currency-debasement risk elevated.

That backdrop, Grayscale argues, could push a widening range of investors toward scarce assets and alternative stores of value — a category where Bitcoin, with its fixed supply, is increasingly well positioned as a candidate.

It added that the adoption of stablecoins and tokenization are set to make blockchain infrastructure commonplace across financial services. Top banks and asset managers have piled into the tokenization space the past year and are fast adopting crypto technology.

Grayscale argues that as that spreads, more banks, brokerages, and other intermediaries will have both the technical rails and regulatory clarity needed to hold and transact in Bitcoin — eroding the wall that has historically kept it structurally separate from mainstream finance.

“As the spread of the technology continues, many more intermediaries will have the necessary infrastructure (and regulatory clarity) to transact and store balances in Bitcoin — it will no longer be structurally apart from the rest of the financial system,” the note by the firm’s head of research, Zach Pandl, reads.

The firm added that younger investors show a markedly higher appetite for digital assets, and alternative investments have become a standard portfolio component rather than a fringe allocation.

The analysis expects institutions, wealth platforms, and individual investors alike to keep folding Bitcoin into diversified portfolios — largely through exchange-traded products, a shift it describes as already well underway.

Swissquote cuts full-year guidance as 1H crypto income plunges, shares slide
Swiss banking firm Swissquote Group (SQN) cut full-year revenue and profit forecasts after first-half net crypto income fell 66.2% to 14.6 million Swiss francs ($18 million).

Crypto trading volume at the Gland, Switzerland-based fintech dropped 63.5% to 2.58 billion Swiss francs, according to its results presentation. The company cut its net revenue outlook for the year by around 30 million francs to 730 million francs.

Swissquote said price declines across most cryptocurrencies caused the business to miss its initial assumptions. Bitcoin BTC$63,689.01, the largest cryptocurrency, fell 33% in the six months ended June 30. Ether ETH$1,889.40, the second-largest, dropped 47% and the CoinDesk 20 Index (CD20) lost 40%.

“The revised guidance now reflects a weaker-than-expected crypto environment,” Swissquote wrote.

Swissquote also booked a 5.3 million-franc loss on the crypto inventory it holds to support trading on its SQX exchange.

Growth elsewhere kept overall revenue broadly flat and limited the decline in profit. Client assets rose nearly 20% to 96.3 billion francs.

The company’s shares plunged 14% after the announcement.
