Over recent months, Strategy has largely focused on raising capital to bolster its U.S. dollar reserve, which supports approximately $1.7 billion in annual preferred-stock dividends. The reserve has grown to $5.1 billion, covering about four years of dividend payments. It also established a $1.59 billion cash pool, which can be deployed more flexibly.

STRC, Strategy’s variable-rate perpetual preferred stock, has rallied more than 35% from its June low and is now trading at $97.23, below its $100 par value. The recovery has been supported by bitcoin’s rebound towards $80,000 and Strategy’s ongoing STRC repurchases.

Japan's financial regulators, the Bank of Japan (BOJ) and major financial institutions are planning to develop a national blockchain-based settlement infrastructure for stocks and Japanese government bonds (JGBs), the Nikkei reported Wednesday.

The Japanese Financial Services Agency (FSA), the Ministry of Finance and the Bank of Japan this summer plan to launch a group, which aims to begin work by early 2027.

If formally approved and testing goes as planned, operations of the new onchain system would kick off in the early 2030s, according to the report.

The plan is to get banks to convert a portion of the reserve accounts they hold at the BOJ into digital tokens. These would function as a wholesale central bank digital currency (CBDC), a digital representation of the local currency used only between financial institutions, not by individuals.

All banks in Japan use those accounts for interbank payment settlement. Stock trades in Tokyo currently settle two business days after execution. JGB trades settle the following day. The new infrastructure would cut both to near-zero, allowing investors to reinvest proceeds almost immediately.

Nearly 80% of Japanese institutional investors plan to allocate to crypto within three years, according to a survey by Nomura and Laser Digital published in April. Japan could lose these investors to other jurisdictions, Nikkei said, as the U.S. and Europe race to modernize capital markets through tokenization, while Wall Street pushes toward 24/7 tokenized stocks.

The bond tokenization plan builds on existing momentum. MUFG said earlier this month that it is preparing a proof of concept for onchain JGB settlement using the Canton Network. Japan's top three banks, MUFG, SMBC, and Mizuho, are already running a pilot on tokenized stocks and JGBs.

Operation Lighthouse Turns Blockchain Data Into Leads

Investigators converted months of cryptocurrency data analysis into actionable leads during the Operation Lighthouse sprint, announced Aug. 25 by blockchain analytics firm Chainalysis.

Chainalysis described its operation targeting child sexual abuse material (CSAM):

“Operation Lighthouse investigated 29,120 cryptocurrency addresses and digital identifiers, and targeted more than 100 distinct CSAM platforms, forums, and distribution networks across the surface web and dark web.”

Public blockchains maintain transaction histories that investigators can follow between cryptocurrency addresses, although an address does not independently reveal its owner. The public nature of bitcoin transactions allows investigators to map fund movements before combining that activity with exchange records, payment data, and law enforcement evidence to identify account holders.

The National Cyber-Forensics and Training Alliance hosted the sprint in New York, bringing together investigators from several continents. At least nine law enforcement agencies, more than 13 private-sector partners, and specialized nonprofits participated, including Europol, the Australian Federal Police, the Royal Canadian Mounted Police, and the United Kingdom’s National Crime Agency.
