Bitcoin's biggest advocate, Michael Saylor, says new plan to clean up the blockchain is 'a bad idea'

Michael Saylor, executive chairman and co-founder of Strategy, has come out swinging against a new proposal to clean up Bitcoin’s ‘spam,’ arguing that it could fundamentally alter how the world’s largest blockchain operates.

The Bitcoin Improvement Proposal (BIP) 110, aimed at temporarily restricting arbitrary data to focus on the core monetary functions, is a threat to the main principles of the network, Saylor explained in a comprehensive critique published on X, titled “110 reasons BIP-110 is a bad idea.”

"The proposed cure is more dangerous than the condition," Saylor said in the recent detailed analysis. "BIP 110 would use consensus to narrow valid activity, constrain future options, complicate deployment, and establish a precedent it cannot later erase.”

Zcash sets July 28 hard fork to seal Orchard after critical bug
Zcash founder Zooko Wilcox has explained how the network’s July 28 Ironwood hard fork will address uncertainty around a critical flaw in the Orchard shielded pool.

The upgrade will not identify or freeze individual counterfeit coins. Instead, it will seal the old pool and limit how much $ZEC can leave.

In a July 19 post on X, Wilcox explained how the planned upgrade would deal with any hidden excess supply if the flaw was exploited before developers patched it. Because Orchard hides transaction details, the network cannot prove that counterfeit $ZEC was never created.

Ironwood, also known as NU6.3, is scheduled to activate at block 3,428,143 on July 28. The upgrade will retire the current Orchard pool and introduce a new shielded pool based on the corrected circuit.

According to Zcash’s official Ironwood user update, users will no longer be able to send or receive $ZEC inside the old Orchard pool after activation. Funds can leave only through the turnstile, which prevents more $ZEC from exiting than legitimately entered.

The Zcash team said it believes the flaw was “unlikely to have been exploited,” but users cannot independently prove no counterfeit $ZEC was created. Ironwood aims to trap any excess value inside the old pool rather than allow it to enter wider circulation.

Security researcher Taylor Hornby discovered the Orchard flaw on May 29 while auditing the shielded system. The bug could have allowed an attacker to create counterfeit $ZEC inside Orchard without leaving an obvious public record.

As reported by crypto.news, developers first disabled Orchard activity and then restored it through the NU6.2 hard fork with corrected cryptography.

Both were viewed as major victories for the crypto industry, which has argued for years that confusing and unclear SEC and CFTC rules have turned investments away and forced local companies to move overseas. Under the proposed framework, the CFTC would gain clearer jurisdiction over spot markets, especially assets classified as commodities, while the SEC would retain authority over those that meet the definition of securities.

The bill is now placed on the Senate legislative calendar as №423, making it eligible for full Senate consideration. The issue stems from the fact that it needs more than just Republican support, as major such legislation requires at least 60 votes. Democrats have long pushed for stronger restrictions preventing senior government officials from profiting from crypto businesses. Trump is no exception here.

As such, many Dem. lawmakers have demanded different language in the bill to restrict elected or other senior officials from owning, issuing, or benefiting financially from certain crypto asset ventures. Does the Trump meme coin saga ring a bell?

Additionally, banks have argued that crypto platforms should not be allowed to offer interest-like payments or rewards on customers’ stablecoin balances. They fear such features could drive deposits away from traditional lenders.

A year after President Donald Trump signed the GENIUS Act into law, regulators still have not completed its implementation. However, regulators have yet to implement it. Agencies were required to finalize implementing rulemakings no later than the 18th of July.

As a result, the OCC, Federal Reserve, FDIC, Treasury Department, and other agencies continue drafting key regulations. Those rules cover issuer reserves, capital requirements, liquidity, custody, risk management, and state-level regulatory designations.

Meanwhile, agencies continue gathering public feedback. Customer identification proposals remain open until the 21st of August. The FDIC will close its anti-money laundering consultation on the 4th of August.

Those consultations show regulators are still refining compliance standards. Still, agencies still plan to enforce the GENIUS Act by the 18th of January, 2027.

Until they complete the remaining rules, stablecoin issuers and financial institutions must prepare for a framework that still lacks several implementation details.

Key rules remain unfinished
That regulatory uncertainty continues because agencies have yet to finalize several core operating standards. Although federal agencies proposed rules throughout 2026, they failed to complete them by the 18th of July.

As a result, reserve eligibility, liquidity requirements, custody standards, and risk management frameworks remain under review. Meanwhile, issuers continue operating under statutory baselines and interim regulatory frameworks.

That approach has supported market activity, helping the stablecoin sector expand to roughly over $310 billion. Even so, unresolved liquidity and custody protocols still complicate capital planning, redemption processes, and operational resilience.
