India just made it significantly harder to bring silver into the country. Starting May 16, 2026, high-purity silver bars, those with 99.9% purity or higher, have been reclassified from “Free” to “Restricted” under the country’s trade policy. The practical effect: more than 90% of silver imports now require a government-issued license.

The move, implemented by the Directorate General of Foreign Trade (DGFT), is part of a broader effort to stem foreign exchange outflows at a time when the rupee is under pressure from geopolitical turmoil and rising energy costs.

The restriction targets silver bars classified under ITC HS Codes 71069221 and 71069229. Previously, importers could bring in these bars without any special authorization. Now they need a license, which means bureaucratic gatekeeping on a commodity that India imports in massive quantities.

The licensing requirement doesn’t apply to everyone equally. Exemptions exist for 100% Export Oriented Units (EOUs), Special Economic Zones (SEZs), and imports tied to export promotion schemes. In other words, if you’re importing silver to make something that gets sold abroad, Delhi is fine with that. It’s the imports that stay domestic, pulling hard currency out of the country, that the government wants to throttle.

This reclassification didn’t happen in isolation. Just days earlier, on May 12, 2026, India hiked import duties on both gold and silver from 6% to 15%. An additional 3% Integrated Goods and Services Tax (IGST) on bullion imports was also applied. Combined with the new licensing rules, the effective cost of importing silver into India has jumped dramatically in the span of a single week.

The number of Bitcoin ($BTC) wallets holding at least 100 $BTC (roughly $7.7 million at press time) has risen to 20,229. This represents an 11.2% increase over the past year, from 18,191.

On-chain data show that wallets of this size typically belong to whales, institutions, major investors, and highly capitalized long-term holders. The holdings indicate strong long-term conviction, given that Bitcoin has dumped by 27.2% in price over the same period ($105,574 to $77,000).

More recently, Bitcoin experienced a major pullback, dropping from over $82,000 a week ago to $77,000. Geopolitical tensions between the US and Iran have contributed to market-wide risk aversion, with Sunday seeing the largest single-day liquidation of bullish bets (over $700 million) since February 6.

White House digital-assets official Patrick Witt said the administration is preparing an announcement on the US Strategic Bitcoin Reserve, describing recent work as a “breakthrough” in making the reserve legally sound and operationally secure. His comments suggest the next step is likely to focus on implementation, custody and agency coordination rather than a confirmed open-market Bitcoin purchase program.

Speaking with Scott Melker in an interview released May 17, Witt confirmed once again that the reserve effort has continued behind the scenes even as broader crypto-market structure legislation has dominated Washington’s digital-asset agenda. The Strategic Bitcoin Reserve, he said, was never dropped; it was simply moving through a slower interagency process triggered by the earlier executive order.

“There’s still progress there. There’s still work going on behind the scenes,” Witt said. “We never stopped working on it.”

US Strategic Bitcoin Reserve Update Nears
Witt credited Harry Jung, his deputy, with leading much of the internal process, including coordination across agencies and White House policy teams responsible for ensuring that executive orders are carried out. The work, he said, has involved the less visible but critical mechanics of government implementation: legal memos, agency authorities, asset safeguards and the question of whether existing powers are sufficient.

“We’ll have an announcement. And I wish I could say more at this time,” Witt said. “It’s a breakthrough as far as getting everything in place, legally sound, properly safeguarding the assets.”

That phrasing matters. The market-sensitive question around the reserve remains whether the US government will eventually move beyond retaining seized Bitcoin and pursue additional accumulation. Witt did not confirm that. Instead, his comments
