$XRP has once again come to the forefront after being cited as an example of a commodity in the guidance document published by the SEC and CFTC, while important statements have come from the CEO of Ripple Prime.

In an interview with Jake Claver of Digital Ascension Group, Ripple Prime CEO Mike Higgins stated that $XRP could be used as institutional collateral.

Ripple Prime’s CEO stated that $XRP is being used as collateral for institutional transactions. According to Higgins, institutions are now actively using $XRP as collateral to access traditional financial markets.

This statement comes after community criticism that Ripple, following its acquisition of Hidden Road, was prioritizing its own native stablecoin RLUSD over $XRP.

Higgins explained that Ripple Prime accepts $XRP not only as a means of payment but also as collateral.

The CEO emphasized that “$XRP plays a key role,” stating, “It supports institutions in borrowing funds and conducting transactions based on $XRP held as collateral.”

At this point, Higgins added that institutional investors could provide liquidity without selling $XRP, thus expanding $XRP’s use cases.

Ripple announced it will add Hyperliquid (HYPE) to Ripple Prime, its primary brokerage platform for institutional investors.

As the chart above shows, Ethereum’s stablecoin flows are clearly rotating. Over the past month, USDT on-chain flow edged up just 1.46%, while USDC supply expanded by a much stronger 10.13%. That is almost a tenfold gap, suggesting liquidity is starting to favor USDC over USDT.

Backing this up, Santiment data shows the top 100 USDC wallets on Ethereum now hold $32.71 billion worth of USDC. Even more notable, the top six alone control just over 25.6% of the total supply, pointing to a high level of concentration among major holders.

Taken together, this signals a clear shift in liquidity positioning, as larger players steadily accumulate USDC and reshape how they deploy capital across the Ethereum network.

Naturally, this raises the question: Is this just a short-term rotation or a “strategic” shift that could set the stage for an ETH repricing?

Citi’s revision follows a much more upbeat set of targets published in December. At that point, the bank set a 12-month Bitcoin target of $143,000 and a 12-month ether target of $4,304, while also outlining a Bitcoin bull case of $189,000 and an Ethereum bull case of $5,132 in a December report.

The earlier view leaned on regulatory easing and increased adoption. The new view keeps the basic upside case alive, but resets it lower because that policy timeline has not moved as fast as Citi expected.

In practical terms, the bank is saying the market may still move up over the next year, but the fuel it expected to push prices much higher has not arrived on schedule. That is a narrower and more cautious claim than the one Citi made at the end of last year. It also shifts the focus away from pure price prediction and toward the mechanism behind the forecast.

Citi’s December case depended on regulation, ETF demand, and adoption, reinforcing one another. Its March revision suggests that the sequence now looks less certain and less immediate.

Stripe-led payments blockchain Tempo goes live with protocol for AI agent

Tempo, the payments-focused blockchain developed by payments giant Stripe and crypto investment firm Paradigm, launched its mainnet on Wednesday, bringing its stablecoin payment system out of testing and into live use.

The network is built to process large numbers of transactions quickly and at low cost. It aims to make sending money with stablecoins — digital tokens tied to currencies like the U.S. dollar — feel as simple as using a card or bank transfer, but faster and available at all times.

The launch follows a public testnet that began in December, when companies including Mastercard, UBS, Klarna and Visa started experimenting with sending payments on the network. That phase allowed developers to test how stablecoins could handle everyday financial activity, such as payouts and cross-border transfers.

Alongside the mainnet launch, Tempo introduced the Machine Payments Protocol, a system co-developed with Stripe that lets software programs make payments on their own. This allows applications or artificial intelligence (AI) tools to pay for services such as data or computing power without human approval at each step.

Tempo is also targeting more familiar uses, such as sending money across borders or paying large groups of workers at once. These processes often take days and involve multiple intermediaries.

The launch comes as global payments processing firms increasingly see blockchain rails and stablecoins as a key piece of plumbing for cross-border finances. Mastercard said this week it will acquire stablecoin infrastructure startup BVNK for $1.8 billion to embed digital dollars into its payment network.
