The recent stabilization in price action has helped ease short-term selling pressure, allowing ETH to approach a key psychological and technical threshold that could influence market sentiment in the coming weeks. While the recovery remains tentative, on-chain data suggests that structural changes in supply dynamics may be developing beneath the surface.

According to data from CryptoQuant, the total amount of Ethereum withdrawn from exchanges in February reached approximately 31.6 million ETH. This represents the highest level of exchange outflows recorded since last November and marks a notable shift in how investors are positioning their holdings.

Large-scale withdrawals from centralized exchanges often indicate that market participants are moving assets into cold storage or alternative custody solutions, typically associated with longer-term holding strategies. When coins leave exchange reserves, the immediately available supply for trading declines, which can gradually tighten liquidity conditions across the market.

XRP Builds Bullish Pattern Despite XRPL Activity Slump, Keeps $1.70 Target In Play

The $XRP price has climbed roughly 5% over the past 24 hours as the broader crypto market rebounds. The move has helped the token recover about 16% from its February 28 low. That has helped form a bullish cup pattern that could support further gains.

However, the rally arrives as underlying support weakens. Exchange flows are turning toward selling pressure, derivatives traders are increasing leverage, and activity on the $XRP Ledger has cooled sharply since February. Together, these factors suggest the bullish setup could face pressure if demand fails to recover.

Cup-and-Handle Pattern Targets 17% $XRP Price Rally, but Institutional Wall Remains

On the 8-hour chart, $XRP appears to be forming a cup-and-handle pattern, a structure often associated with continuation rallies.

The right side of the cup formed after $XRP rebounded nearly 16% from its February 28 low, and the asset is now consolidating inside the handle. If buyers push the price above the neckline, the breakout could trigger a measured move toward $1.72 (the $1.70 zone), a 17% projection from the neckline.

However, institutional momentum has not fully confirmed the move.

The Chaikin Money Flow (CMF) indicator, which tracks capital entering and leaving the market, has repeatedly struggled to break above 0.04, suggesting institutional participation remains limited.

Paraguay’s state power utility ANDE has signed a memorandum of understanding with crypto infrastructure firm Morphware, setting up a formal cooperation framework that explicitly includes exploring Bitcoin mining as a national-level opportunity tied to the country’s energy and digital infrastructure strategy. The move matters because it signals a shift from Paraguay merely hosting private miners to the state evaluating a more direct, utility-controlled model.

Morphware framed the MoU as a starting point for “analysis and development of initiatives related to digital assets, advanced processing infrastructure, and strategic energy driven technology opportunities in Paraguay,” with Bitcoin mining positioned as one candidate use case inside that broader mandate.

The company said the agreement creates an “official path” for technical evaluation and project development “under Paraguay’s legal and regulatory framework,” language that reads less like a one-off pilot announcement and more like a governmental process being put on rails.

In Morphware CEO Kenso Trabing’s telling, the economic logic is straightforward: put stranded or underutilized electricity to work, and keep the deployment inside regulated sites controlled by the utility.

“ANDE has unlocked a powerful new asset, and Morphware is here to turn that asset into a new revenue engine for Paraguay. By redeploying Bitcoin miners on regulated, utility controlled sites, we can transform unused electricity into productive compute that serves both the Bitcoin network and the global AI economy,” Trabing wrote. “This is what the future of midstream electricity looks like: grids that do not just deliver power, but own a stake in the digital infrastructure they enable.”
