A major regulatory breakthrough may be on the horizon in the U.S. crypto policy debate, as lawmakers work to settle one of the most divisive issues in digital assets: whether stablecoin holders should be allowed to earn yield.
According to recent reports, Senator Thom Tillis and Senator Angela Alsobrooks are preparing a draft amendment to the Clarity Act that could be released this week. The goal is to bridge the growing divide between traditional banks and crypto firms over stablecoin interest payments.
At the center of the debate is a key question: Should crypto platforms be allowed to offer rewards or yield on stablecoin balances?
Banks argue that allowing such incentives could drain deposits from the traditional financial system and create structural risks.
Crypto companies, including major exchanges like Coinbase, argue that restricting yield would limit innovation and reduce consumer choice.
While the earlier GENIUS Act already prohibited stablecoin issuers from directly paying interest, it left a loophole allowing third-party platforms to potentially offer rewards—fueling the current policy clash.
Despite months of negotiations and White House-led discussions, no final agreement has been reached. However, lawmakers now say the draft language is “coming together well,” with further revisions still possible as industry feedback continues.
There is even discussion of a proposed “crypto-palooza” event on Capitol Hill, where banking and crypto leaders could sit down together to find common ground.
The Clarity Act still faces a long legislative path, but this latest development signals that Washington may finally be moving toward a clearer regulatory framework for stablecoins and digital asset yield products.

A UK lawmaker asked the FCA to investigate Nigel Farage after he appeared in a promotional video tied to a $2.7 million bitcoin purchase by treasury firm Stack BTC, in which he is also an investor.

The lawmaker’s letter to the agency cites potential market abuse and conflict of interest concerns, and alleges Farage’s approach to crypto advocacy may reflect a “Trump playbook.”

In a letter to FCA CEO Nikhil Rathi, Cooper said that the sequence of events raises questions about potential market abuse, a conflict of interest, and retail investor harm. 

Cooper also alleged that Farage’s crypto advocacy may be following what she called a “Trump playbook,” referencing a Bloomberg investigation that found Donald Trump and his family have generated roughly $1.4 billion from crypto projects during his second term.

The letter said Farage has “long campaigned” for policies that would expand cryptocurrency use, including intervening in regulation, creating a new “bitcoin reserve fund,” and “forcing” HMRC to accept crypto for tax payments.

The lawmaker also raised concerns about political donations. Reform UK received a £9 million ($12.2 million) donation from Christopher Harborne, a major investor in Tether, at the end of last year, Cooper noted.
