Arbitrum Activates Elara With Optional Compliance Filters for Dedicated ChainsArbitrum activated ArbOS 61 Elara on Aug. 20, adding optional protocol-level transaction screening, priority-fee support and an alternative data-availability interface for dedicated chains, while changing base-fee administration and expanding Stylus capacity on Arbitrum One.

The upgrade went live after approval through Arbitrum governance. The governance proposal included compliance and priority-fee capabilities in ArbOS 61 but left them intentionally disabled on Arbitrum One and Nova. The compliance filter is therefore not a new screening system for users of Arbitrum One; it is configurable tooling for owners of dedicated Arbitrum chains.

Chain Owners Control the Filter
Arbitrum's technical documentation says compliance filtering is off by default and that chain owners must explicitly configure and enable each component. An owner can select an external compliance provider, such as TRM Labs or Chainalysis, to produce a restricted-address list and can define rules covering transfers, contract calls and other interactions involving those addresses.

Enforcement operates at two levels. The sequencer simulates transactions and rejects those that violate the configured rules before they enter a block. For transactions submitted through the parent chain's Delayed Inbox, a sentinel can register the transaction hash with an onchain guardian so the state transition function forcibly fails it when it is included.

That second layer is designed to prevent a restricted user from bypassing the sequencer through Arbitrum's force-inclusion path. The documentation also says restricted addresses are stored as salted hashes rather than plaintext and recommends that chains wait at least 30 days after the ArbOS 61 release on Arbitrum One before adopting the feature.

The National Stock Exchange’s (NSE) upcoming IPO is one of the most closely watched events in India’s market sector. NSE has been preparing for a listing that could be worth around ₹1.5-1.8 lakh crore (roughly $15.67 billion to $18.81 billion), expected to move forward after SEBI (Securities and Exchange Board of India) gives the green light.

It was anticipated that NSE shares would be listed on BSE (Bombay Stock Exchange), bringing a big new wave of trading to it. However, the latest report that NSE might use the PTT (Permitted to Trade) mechanism to trade its shares on its own platform changes the picture entirely.

Why BSE Shares Reacted

The reason the above matters is because BSE investors have already been counting on at least some upside from NSE’s IPO.

If NSE shares end up being traded mostly or partly on NSE itself, some of the extra trading volume that investors thought would go to BSE might never leave NSE’s ecosystem.

This doesn’t mean BSE is about to lose its existing business, but it does mean the extra upside from the IPO has the potential to be smaller than investors originally thought.

How NSE Could Capture Trading Activity On Its Own Platform

The PTT mechanism is notable because it lets securities trade on an exchange without necessarily being formally listed there. Additionally, the NSE’s existing PTT framework doesn’t require a separate listing agreement or additional listing fees, although trading remains subject to surveillance and regulatory requirements.

In that case, NSE could list its shares on BSE while still allowing them to trade on its own platform through PTT. This would create an unusual setup, where NSE would be listed on BSE but may end up competing with BSE for trades in its own shares. However, this all depends on SEBI’s approval, so investors shouldn’t treat the PTT option as a done deal just yet.

South Korean cryptocurrency exchange Upbit will add Bitcoin and Tether trading pairs for Biconomy, Bubblemaps, Nillion and ETHGas on Aug. 21.

The exchange originally scheduled the eight markets to open at 13:00 Korea Standard Time. Upbit updated its official notice at 12:50 KST and postponed trading until 16:00 KST, a three hour delay.

Upbit did not give a detailed reason for the change. It apologized for the inconvenience and retained the previously announced deposit networks and initial order restrictions.

The exchange warned that trading could face another delay if deposits and withdrawals fail to establish sufficient liquidity before the revised opening time.

Each of the four tokens will receive one $BTC pair and one $USDT pair. Upbit did not announce Korean won markets for the assets.

BICO, NIL and $GWEI deposits must use Ethereum. BMT deposits must use Solana. Upbit will not process transfers made through unsupported networks, even when another version of the same token exists elsewhere.

The exchange provided contract addresses for each supported asset. Users should verify those addresses and the selected blockchain before transferring funds. Deposits sent through the wrong network may require a lengthy recovery process or may not be recoverable.

Upbit can also request evidence explaining the source of large deposits. Transfers from exchanges that do not meet its Travel Rule requirements may not appear in customer accounts until additional checks are completed.

The exchange has expanded its non won markets through several recent listing rounds. As crypto.news previously reported, Upbit added nine tokens across its $BTC and $USDT markets in June.

Uttar Pradesh emerged as the largest crypto investment market on CoinSwitch during Q2 2026, accounting for 12.9% of total investment.

Maharashtra followed with 12.4%, Karnataka with 8.1% and Delhi with 7.4%.

Bitcoin remained the preferred cryptocurrency in nine of India's 10 largest investing states. Andhra Pradesh was the exception, where Dogecoin ranked first. 

CoinSwitch also found that India's busiest crypto trading hour was between 10 PM and 11 PM, while activity was lowest between 3 AM and 5 AM. Thursday was the busiest trading day, while Sunday saw the lowest activity.
CoinSwitch's latest data shows that younger investors continue to form the core of India's crypto user base.

However, the report also shows an important difference in portfolio strategy. Nearly 59.2% of investors aged 18–25 held only one cryptocurrency, compared with 36.3% among investors aged 36–45.

The 36–45 group had the highest share of investors holding 10 or more cryptocurrencies, at 9.1%.

The study is based only on activity on the CoinSwitch platform during Q2 2026, so it should not be treated as a complete survey of every crypto investor in India.
