U.S. stablecoin proposal targets issuers, not wallet-to-wallet transfersU.S. financial regulators have proposed new customer identification requirements for stablecoin issuers under the GENIUS Act. Stopping short of extending those requirements to wallet-to-wallet transfers and other secondary-market activity.

FinCEN, the Federal Reserve, the OCC, the FDIC, and the NCUA issued the joint proposal. It would require permitted payment stablecoin issuers [PPSIs] to establish Customer Identification Programs [CIPs]. This is similar to those already used by banks and other financial institutionsThe rule forms part of the implementation framework for the GENIUS Act’s stablecoin provisions.While the proposal would introduce stricter compliance obligations for issuers, regulators also distinguished between direct customer relationships and secondary-market transactions. This move could ease concerns about broader identity requirements across blockchain networks.Stablecoin issuers would face bank-style customer checks
Under the proposal, permitted payment stablecoin issuers would be treated as financial institutions for purposes of customer identification requirements under the Bank Secrecy Act framework.Issuers would be required to collect and verify information from customers who establish accounts directly with them. This includes names, addresses, dates of birth or formation, and identification numbers.

The agencies said customer identification programs help financial institutions form a reasonable belief that they know their customers’ true identities while supporting anti-money laundering and counter-terrorist financing efforts.The proposal would apply to both federal and state-qualified stablecoin issuers operating under the GENIUS Act framework.

Global Institutions Publish Tokenized Asset Compliance Blueprint

A group of central banks, international institutions, and financial firms contributed to a Global Layer One (GL1) white paper on programmable compliance for tokenized financial assets. The paper examines how compliance controls can be embedded into regulated digital-asset transactions.

Contributors to the paper include Banque de France; the International Monetary Fund (IMF); Kinexys by J.P. Morgan, the bank’s blockchain and digital-assets division; the Monetary Authority of Singapore (MAS); and Standard Chartered.

Additional input came from Bermuda, a privacy protocol for regulated digital assets, as well as the BIS Innovation Hub, the innovation arm of the Bank for International Settlements (BIS); Chainlink Labs, a blockchain infrastructure provider; GLEIF, the Global Legal Entity Identifier Foundation; and other industry participants.

“For regulated institutions, full public-chain transparency is often incompatible with commercial confidentiality and client privacy,” the announcement by Bermuda states. The company said its contribution to the GL1 paper focuses on privacy-preserving compliance tools that allow asset- and transaction-level policies to be enforced in private digital-asset activity. Bermuda noted:

“Every transaction can expose counterparties, amounts, and asset types. But the alternative, full opacity, can leave issuers and regulators with blunt enforcement tools.”
When action is required, the only available lever may be to freeze an entire pool, affecting compliant funds and legitimate users alongside illicit activity,” the announcement adds.

Will Bitcoin Cash [BCH] fall to $100? THESE signals say it’s possible

Bitcoin Cash [$BCH], despite a strong run this year, could face another major decline that drives the asset toward $100, according to new on-chain insight.

Data across the spot and perpetual markets point to building selling pressure, with key indicators flashing the risk of a deeper move lower.

Bitcoin Cash faces a possible 50% decline

The Aloha on-chain signal, an indicator that has marked the tops and bottoms of asset prices on multiple occasions, shows that neither target has been met for $BCH so far.

At press time, data from Alphractal places $BCH in the middle of that range, between its top and bottom. Joao Wedson, senior analyst and founder of Alphractal, said he would not be surprised by a further $BCH drop despite the asset’s record.

“Even with this impressive track record, I would not be surprised if $BCH still falls further.”

If a drop materializes, the signal indicates the price would likely find a floor near $100—the level that typically marks its bottom—roughly 50% below where it trades now.

Wedson added that nothing guarantees the decline, noting that “no market ever gives certainty.” However, AMBCrypto reviewed the wider spot and derivatives data to gauge how that move could play out.

$BCH whales place large orders but lean short

CryptoQuant data shows near-neutral sentiment across $BCH’s spot and perpetual markets, though two indicators stand out and point to a rising risk of a bearish move. The average whale order size shows large holders firmly in control, averaging 229.96 $BCH, about $44,688 at press time.

That control raises concern because the market’s funding rate has flipped to a negative 0.0028%, suggesting most perpetual-market capital sits in short positions.
