UK moves closer to full crypto regulation as FCA outlines scope and timeline

The UK is moving toward a fully regulated crypto market after the Financial Conduct Authority [FCA] published new guidance clarifying which activities will fall within its future regulatory framework.

The consultation, released on 15 April, sets out how firms may be affected by the regime, as the country transitions from a largely unregulated environment to a structured system governing cryptoasset services.

FCA defines scope of regulated crypto activities

The FCA’s proposed guidance focuses on identifying which crypto-related services will require authorisation.

These include operating trading platforms, issuing stablecoins, safeguarding assets, and staking. Also, dealing or arranging transactions in qualifying cryptoassets.

The regulator said the guidance is intended to help firms determine whether their activities fall within scope, as part of a broader effort to create a “sustainable and competitive” crypto market.

The consultation also targets both domestic and overseas firms offering services to UK users, alongside financial institutions, advisers, and market participants involved in the sector

Virginia enacted a new framework for unclaimed digital assets, requiring the state to hold dormant crypto in its original form for a set period before any sale.
Virginia has enacted a new framework for unclaimed digital assets, requiring the state to hold dormant cryptocurrency in its original form for a set period before any sale.

Governor Abigail Spanberger signed House Bill 798 into law on April 14, marking a shift in how the state handles abandoned crypto accounts. The measure will take effect on July 1, 2026, and updates Virginia’s unclaimed property statute to include digital assets.

Under the law, cryptocurrency held in customer accounts that show no activity for five years will be presumed abandoned and transferred to state custody. Unlike prior practices in many jurisdictions, the assets must be transferred “in-kind,” meaning the state takes possession of the actual tokens rather than converting them into cash upon receipt.

The change addresses a long-standing concern among crypto users and industry firms. In many cases, states have liquidated digital assets soon after taking custody, leaving owners who later reclaim funds with only the cash value at the time of sale. That approach exposed claimants to the risk of missing gains during market increases.

Virginia’s new statute aims to reduce that risk. It requires the state to hold digital assets for at least one year before any liquidation. During that period, owners who come forward can reclaim their property in its original form if it remains unsold, or receive either the sale proceeds or the market value at the time of the claim, whichever is greater.

Paxos Labs raises $12mln to solve THIS DeFi ‘product problem’

Paxos Labs has raised $12 million to solve what the project calls DeFi’s ‘product problem.’ Notably, Paxos Labs is a spin-off of the crypto infrastructure firm Paxos. 

Through its new Amplify, Paxos Labs believes it can make it super easy for users to earn yield, borrow, and lend assets at scale. 

In a statement, Spencer Bogart, general partner at Blockchain Capital, an early investor and one of the key firms that led the latest fundraising round, said,

The infrastructure problem is largely solved. The product problem, what users and platforms actually do with these assets on-chain, is the largest open opportunity in fintech today, and this is the team to build it.

For the unfamiliar, Paxos is a white-label issuer or simply a service provider that helps other firms to create and manage their branded stablecoins. 

However, the Paxos Labs spin-off was necessary to address the lack of clarity associated with DeFi regulation. Now, the team wants to go beyond branded stablecoins. 

Paxos Labs’ Amplify plans

Amplify is a new stack by Paxos Labs that allows users to mint, earn, and borrow assets. For institutions, Amplify aims to help apps and other fintechs make on-chain assets more productive.

The end goal? Empower users to earn yield.

A resurfaced report from the U.S. Faster Payments Council, highlighted by market analyst ChartNerd, is drawing renewed attention to Ripple and Stellar, positioning both networks as leading innovators within the G20’s evolving domestic and cross-border payments framework.
