‘Don’t Let China Win’: President Trump Presses Senate on Clarity Act in Final Stretch

The Senate returns to Washington on July 13, with the clock running down on the most consequential piece of crypto legislation in years. Lawmakers now have roughly four weeks to schedule, debate, and pass the CLARITY Act before the August recess. 

President Trump weighed in directly on Monday, posting on Truth Social that “in honor of Senator Lindsey Graham, a big supporter, the U.S. Senate should pass the Clarity Act” and warning that China and other countries “would like to take complete and total control of this major financial ‘happening,'” as well as A.I. 

White House crypto adviser Patrick Witt amplified the urgency, noting the critical week coincides with the one-year anniversary of the GENIUS Act and cautioning, “We cannot afford to delay any longer.”

This is a window many policy watchers see as the last realistic chance to enact comprehensive digital-asset market structure legislation this Congress.

The CLARITY Act would draw a firm regulatory line between the SEC and the CFTC, granting the commodities regulator exclusive jurisdiction over spot markets for “digital commodities” while leaving the SEC to oversee investment-contract assets. 

It cleared the House in July 2025 by a bipartisan 294–134 vote and advanced out of the Senate Banking Committee in May by a 15-9 margin, with two Democrats joining all Republicans. 

Those committee votes, however, came with warnings that floor support was not guaranteed.

This week’s milestone is the release of updated text merging the Senate Banking and Agriculture Committee versions, the clearest signal yet of what survived negotiations and what remains unsettled.

Cap Cuts Its 'Stabledrop' Airdrop to $4.2M from $12M as Backlash Mounts.The founder of Cap, a Franklin Templeton-backed stablecoin protocol, apologized for cutting a promised user reward to $4.2 million from the roughly $12 million the project had committed to in February, and denied accusations that he directed funds to a wallet linked to his former employer.

Cap said in a post on X on Friday that its "Stabledrop," a reward paid in the project's dollar-pegged cUSD rather than in its CAP governance token, would total $4.2 million. The company had planned to fund the reward through a token sale targeting a $250 million valuation and an offering of 10% of CAP's supply. When it ran the sale in June, it instead offered 5% of supply at a floor of $75 million and raised $4.2 million, with bids clearing at valuations of up to $106 million. Cap said 100% of the sale proceeds would go to the Stabledrop.

The reversal is the latest flashpoint over the "points" and airdrop programs that crypto projects use to attract early users, rewarding them with the promise of future tokens or cash while leaving the final payout to the team's discretion

Bitcoin’s funding rates have shifted back into positive territory after spending an extended period below zero during the recent correction. Historically, negative funding reflects dominant short positioning and pessimistic market sentiment, while positive readings indicate that long positions are once again paying a premium.

The recent move back above zero suggests that traders are gradually rebuilding bullish exposure as the price stabilizes near $63K. Unlike previous periods of excessive optimism, however, funding remains relatively moderate and has not reached the elevated levels typically associated with overheated markets.

This combination could provide room for further upside if spot demand continues to improve. At the same time, the positive shift in funding also means the market has become more vulnerable to long liquidations should Bitcoin lose the $60K support zone. For now, derivatives positioning appears supportive of a continued recovery, but confirmation will likely require a decisive breakout above the $66K to $67K resistance cluster.
